AGENDA TITLE: Adopt Resolution Awarding Contract for Alley South of Pine Street Wastewater Main Rehabilitation
Project (Church Street to Hutchins Street) to Pacific Liners of Vacaville ($96,070), and Appropriate
$110,000

RECOMMENDED ACTION: That the City Council adopt a resolution awarding the contract for the above project
to Pacific Liners of Vacaville in the amount of $96,069.10; and appropriate
$110,000,00 for the project in accordance with the recommendation below.
BACKGROUND INFORMATION: The City initiated this pipeline rehabilitation project as part of a take -action
request from the California Regional Water Quality Control Board (Board) in order
to enhance the effectiveness of a soil vapor extraction (SVE) system currently
being installed by Guild Cleaners.
On September 3, 2003, Council approved plans and specitications, authorized advertisement, and adopted:.a
resolution authorizing the City Manager to award or reject a contract up to $90,000.00 to the successful bidder,
However, the low bid received exceeds the $90,000.00 limit set by Council, therefore, requiring further Council action.
The project was advertised on September 9, 2003. Can October 1, 2003, one sealed bid was received from
Pacific Liners for $96,060.10. The Engineer's Estimate was $61,490.00. The bid received by Pacific Liners is
technica[[y compliant with the City's plans and specifications, and the bidder possesses the required valid contractor's
4icense.
While it is favorable to receive more than one bid, the insitu pipe lining processes associated with this project are
performed by specialized firms, only one of which is located in Northern California. Staff encouraged participation from
another company from Southern California; however, they chose not to bid, likely due to the relatively small. project size.
ConStfUGtion of this project is anticipated to start in early November of this year. City staff will perform inspection and
construction management services.
in order to maintain compiiance with the Board's request, it is recommended that Council award a contract for the
project to Pacific Liners and appropriate $110,000,00 for the project, The difference between the contract award and
the requested appropriation includes funds for unforeseen changes in the work.
FUNDING: Requested Appropriation-, Wastewater Utility Capital Outlay Fund $110,000.00

A RESOLUTION OF THE LODI.CIT`! COUNCIL. AWARDING THE
CONTRACT FOR ALLEY SOUTH. OF PINE STREET WAS EWATER MAIN
REHABILITATION PROJECT (CHURCH STREET TO HUTCHIN 'STR T)
AND FURTHER APPROPRIATING FUNDS FOR THIS PROJECT
WHEREAS, in answer to notice duly published in accordance with law and the order
of this City Counc it, sealed bids were received and publicly opened on October 1, 2003, at
11:00 a.m. for Alley South of line Street Wastewater Main Rehabilitation Project (Church
Street to Hutchins Street), described in the specifications therefore approved by the City
Council on September 3, 2003; and
WHEREAS, said bids have been compared, checked, and tabulated and a report
thereof filed with the City Manager as follows:

WHEREAS, the City [Manager recommends award of the contract for Alley South of
Fine Street Wastewater. Maui Rehabilitation Project (Church Street to Hutchins Street), be
made to the sole bidder, Pacific Liners, of Vacaville, California, in the amount of $96,069.10.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby
award the contract for Alley South of. Pine Street Wastewater Main Rehabilitation Project
(Church Street to. Hutchins Street) to the sole bidder, Pacific Liners, of Vacaville, California,
in the amount of $96,069.10; and
BE IT FURTHER RESOLVED that funds in the amount of $110,000.00 be
appropriated from the Wastewater Utility Capital Outlay Fund for this project.
