BACKGROUND INFORMATION: This project is for the construction Lodi Unified School District's compressed natural gas (CNG) fueling station, located at the District's Transportation Facility, 820 South Cluff Avenue. The City of Lodi and the Lodi Unified School District (LUSD) are working in cooperation on several CNG projects. The award for construction of the District's on-site CNG fueling station is the next step in that process. Bidding the equipment separately from the construction was the most cost-effective and efficient way to build the CNG station, as it reduces the cost of the equipment, since the manufacturers provide it. The construction of the LUSD CNG station is being funded out of a Congestion Mitigation and Air Quality gr ant that the City of Lodi obtained on behalf of the School District for the distinct purpose of obtaining CNG vehicles and. the construction of a CNG station. This station shall serve as the primary fueling location for the School District's CNG fleet, as weil as acting as a back-up fueling station for the City of Lodi. Staff is recommending that the City Council reject all bids for construction of the CNG fueling station. During evaluation of the bids, it was discovered that a required authorization had not been received prior to bidding the project. Staff is working with Caltrans, to complete all paperwork and intends to re -bid this project after receipt of the authorization. Plans and specifications for this project were approved on August M 2001 The City received the following three (3) Bids for this project: Engineer's Estimate $175,000 Gas Equipment Systems, Inc. NOW, THEREFORE, RE IT RESOLVED that the Lodi City Council hereby rejects all bids for the Construction of the Lodi unified School District Compressed Natural Gas Fueling Station.
