Compressed Natural Gas Fueling Station

RECOMMENDED ACTION: Adopt a resolution rejection all bids for the equipment purchase for the Lodi Unified
Schod District Compressed Natural Gas Fueling Station.
BACKGROUND INFORMATION: This project consists of providing the necessary equipment for the Lodi unified
School District's Compressed Natural Gas (CNG) Fueling Station, le sated at
the District's Transportation Facility, 820 South Cluff Avenge.
The City of Lodi and the Lodi unified School District are working in cooperation on several CNG projects. The
purchase of the CNG equipment for the District's on-site CNG fueling station is the next step in that process. Bidding
the equipment separately from the construction was the most cost-effective and efficient way to build the CNG station,
as it reduces the cost of the equipment, since the manufacturers provide it.
Staff is recommending that the City CQuncll reject all bids for equipment purchase for the CNG fueling station. During
evaluation of the gids, it was discovered that a required authorization had not been received prior to bidding the
project. Staff is working with Caltrans to complete all paperwork and intends to re -bid this project after receipt of the
authorization.
Plans and specifications for this project were approved on June 18, 2003. The City received the following two (2) bids
for this project.

WHEREAS, in answer to notice duly published in accordance with law and the order of
this City Council, sealed bids were received and publicly opened on July 16, 2.003, at 11:00
a.m. for the Equipment Purchase for the Lodi Unified School District Compressed Natural Gas
Fueling Station, described in the specifications therefore approved by the City Council on June
18, 2003, and
WHEREAS, said bids have been compared, checked, and tabulated and a report
thereof filed with the City Manager as follows:

WHEREAS, following the Old opening, it was discovered that a required authorization
from Caltrans was not received prier to. bidding the project, and therefore staff recommends
that the City Council reject all of the bids for the Equipment Purchase for the Lodi Unified
School District Compressed Natural Gas Fueling Station.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council hereby rejects all
bids for the Equipment Purchase for the Lodi Unified School District Compressed Natural Cas
Fueling Station.
