RECOMMENDED ACTIONThat the Lodi City Council adopt a resolution approving adjustments
to fees as presented in the attached staff report,
BACKGROUND INFORMATION: Fees charged by the Lodi Police fall within one of three categories:
permit fee schedule, Animal Services related services, and cost
recovery measures associated with specific services provided by the
Lodi Police Department such as vehicle impound release fee. Fees
for these services and or permits have not been examined in nearly four years. With continuing budgetary
constraints, as well as increased overhead costs it is recommended the city council adjust fees as outlined
in the attached staff report.
Staff is also recommending adjustment to parking citation fines which is also covered in the staff report.
Staff will be present with additional information such as cost comparisons of other cities.

Proposed Fee Structure Adjustments

The current fee structure of the Lodi Police Department has remained static for a number
of years. Periodic review and analysis of fees is necessary in order to ensure fees are.
consistent with allied agencies performing similar services with similar overhead costs.
Additionally, cost recovery fees should be consistent with the cost of providing the
service. With continuing budgetary constraints, rising personnel costs and reduced
revenues staff is recommending adjustments in a number of fees.
FEES Current Proposed
Vehicle Impound Release Fee $75.00 $100.00
Justification: This fee charged for persons who have been arrested for various violations
such as DUI, or driving unlicensed or with suspended or revoked license. Salaries and
benefits have steadily increased over the past four years as well as other related costs
associated with providing this service. As an example, certified. mailing is required when
a vehicle is ordered towed and stored by police officers, certified mailing costs alone has
increased from $1.00 to $4.42. The proposed increase is intended to recover costs for
providing this service.
Vehicle Repossession Fees $15.00 N1C
Justification: Cannot adjust due to statutory requirements.
Fingerprinting $15.00 $25.00
Justification: Live scan takes additional staff time to complete data entry and then
ensuring fingerprints are properly sent to appropriate agencies. Increased personnel costs
also justify an adjustment.
Bicycle Licenses $3.00 $5.00
Justification: This fee has not been adjusted in the past twelve years. While the increase
makes an attempt to recover actual costs, a significant increase in this fee could prove
more costly. The Lodi Police Department is committed to encouraging citizens to
properly license their bicycle. Lodi Police personnel each year deal with hundreds of
bicycles. Most bikes either have no license or identifying marks making it very difficult
to locate the owner. While a slight adjustment is recommended staff continues to
recommend the fee be situated at a level affordable as to not discourage people against
licensing.

Justification: Increased personnel costs associated with responding to off site location in
order to conduct VIN verifications.
DUI Cost Recovery
This fee would allow the City of Lodi to attempt to recover costs associated with persons
arrested for Driving Under the Influence or alcohol and or drugs in those circumstances
resulting in a traffic collision.

Often times DUI related collisions require a number of sworn officers, support staff and
volunteers extended periods of time to adequately investigate. Cases involving a fatality
have proven to be extremely costly mainly due to the emergency response required and
that the investigation is conducted by the department's Major Accident Investigation
team (MAIT).
The likelihood of collection for this fee remains fairly low. Most cities surveyed report
having difficulty collecting this fee. The most successful cities have a collection rate of
approximately fifty percent which most others are between ten and twenty percent. There
is considerable staff time involved reviewing each report and then sending the violator a
bill. Most of the bills require follow up and some form of collection. Most cities utilize
the (mance department for collection.

Justification: Nominal increases in most areas to cover costs associated with staff time
to process the paperwork and or fingerprint applicants. Staff is recommending more
significant increases where staff time is required to conduct a background investigation
and or conduct inspections of certain premises. The proposed increases reflects those
costs associated with providing this type of service.

Parking Citation Fee Adjustments
Most Lodi Municipal Code parking violations have not been adjusted in the past few
years. Many of them have not been adjusted in over ten years. We are recommending a
flat rate increase of $5.00 for nearly all municipal code parking violations with some
exceptions. Attached is a list of the most common violations cited with the current and
proposed fines.

FEE INCREASES AN ESTA'B ISHMENT OF NEW FEES FOR
VAR1005 POLICE SERVICES
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LO®I AS
FOLLOWS:
SECTION 1 WHEREAS, the Lodi Municipal Cade requires the. City Council, by
Resolution, to set fees.for various services provided by the City of Lodi to recover those
costs associated with providing specific services and programs; and
WHEREAS, staff recommends increasing and establishing fees for various Police
services and parking Citation fines, as shown on the attached schedule marked Exhibit A.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Lodi
dues hereby implement the fee schedules as attached hereto and made a part of this
Resolution.
SECTION 2. All resolutions or parts of resolutions in conflict herewith are repealed
insofar as such conflict may exist.
SECTION 3. This. resolution shall be published erre time in the "Lodi News -Sentinel," a
daily new cif general circulation printed and published in the City of odi, and. shall
be in force and take effect October 15, 2003, or as soon thereafter as administratively
possible.

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LODI AS

A RESOLUTION OF THE LODI CITY COUNCIL APPROVING INCREASES FOR LODI POLICE
DEPARTMENT PERMIT GEES
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LODI AS FOLLOWS:
SECTION J. WHEREAS, the Lodi Municipal Code requires the City Council, by Resolution,
to set fees for various services provided by the City of Lodi to recover those costs associat-
ed with providing specific services and programs; and
WHEREAS, staff recommends Increasing various. Police permit fees, as shown on the
attached schedule marked Exhibit A.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Lodi does
hereby implement the fee schedule as attached hereto and made a pad of this Resolution.
SFCTION2,All resolutions or parts of resolutions In conflict herewith are repeated insofar as
such conflict may exist.
SECTION 3. This resolution shali be published one time in the"" News -Sentinel," a daily
newspaper of general circulation printed and published In the City of Lodi, and shall be in
force and take effect October 15, 2003, or as soon thereafter as administratively possible.
