RECOMMENDED ACTION-. That the City Council adopt a resolution authorizing the City Manager to allocate
$25,000 (not to exceed figure) from the Public Benefits Program to fund a0ty of Lodi
Parks & Recreation lighting maintenance project', and to execute a contract with
Eagle Electric & Energy Management to conduct the project work.
BACKGROUND INFOR MAT11W in 2000, the City of Lodi embarked upon a broad energy efficiency it
project. Included in this effort was the removal of aging and inefficient lighting
systems at numerous city -owned parks and recreation faciIffies.
By way of this resolution, City of Lodi Electric Utility and Parks & Recreation staff are recommending a lighting
maintenance project to include the following sites-. galas Park, Kofu Park & tennis courts and Blakely Park/swimming
pool facility- At these sites, the proposed contractor (Eagle Electric & Energy Management) will provide all labor and
materials necessary to re -lamp the lighting systems at these aforementioned parks and recreation sites. Eagle
Electric will also clean all existing fixture lenses and perform ballast tests to ensure proper operation of the lighting
systems, in an effort to reduce the overall project costs, the City of Lodi Electric Utility will provide, where
neededlappropfiate, a utility bucket truck and operator to assist Eagle Electric staff, and Parks & Recreadoo staff will
serve as on-site coordination throughout the duration of the project to ensure satisfaction.
When the lamps, fixtures and lighting standards were replaced several years ago, it was anticipated that by 2003, a re-
lamping project (or maintenance project) would need to be implemented. This resolution reflects Phase I of a
proposed on-going parks and recreation field lighting maintenance effort, During the first quarter of 2004, Electric
Utility and Parks & Recreation staff plan to present a multiple -year maintenance program for City Council review and
recommended approval. It should also be noted, that by re-lamping, cleaning and testing the field tighting systems
under a scheduled maintenance program, efficiencies are gained (including overall maintenance savings, as well as
annual energy savings), prolonging the overall effective life of these important facilities.
Note: In 2000, Eagle Electric was the sub -contractor utilized to install new lights and standards at. numerous
(approximately 15 different sites throughout Lodi) parks and recreation/sports fields in Lodi. Due to their work
experience in the Lodi community, and their extensive knowledge with the lighting facilities at the targeted sites, the
City of Lodi Electric Utility respectfully requests that the Lodi City Council dispense with going out to bid pursuant to
Lodi Municipal Code 3.20.070.
The City of Lodi Electric Utility and Parks & Recreation departments respectfully recommend approval of this
resolution.

WHEREAS, in 2000, the City of. Lodi embarked upon a broad energy efficiency
improvement project, which included :the removal of aging and inefficient lighting systems at
numerous City -owned parks and recreation facilities, and
WHEREAS., the. City of Lodi Electric Utility and Parks & Recreation staff are
recommending a lighting maintenance project to include the following sites: Salas Park, Kofu
Paris and tennis courts, and Blakely Park/swrriming pool facility, and
WHEREAS, Lodi Municipal Code Section 3.20.070 authorizes dispensing with bids for
purchases of supplies, services, or equipment when it is in the best interest of the City to do so;
and
WHEREAS, in 2000, Eagle Electric was the subcontractor utilized to install new lights
and standards at numerous parks and recreatio n/sports fields in. Lodi, and due'to its work
experience in Lodi and its extensive. knowledge with the lighting facilities at the targeted situs,
staff recommends that the City Council dispense with going out to bid and authorize the City
Manager to execute a contract with Eagle Electric & Energy Management to conduct the
project work.
NOW, THEREFORE, BE 1T RESOLVED that the Dodi City Council does hereby
authorize the City 'Manager to allocate an amount not to exceed $25,000:00 from the Public
Benefits Program to fund a City of Lodi Parks and Recreation lighting maintenance project; and
BE IT FURTHER RESOLVED that the City Manager is hereby authorized and directed
to execute a contract with Eagle Electric & Energy Management to conduct the project work.
