RECOMMENDED ACTION: That the City Council adopt a reso4ution awarding the purchase of
150 "Lodi Replica" concrete streetlight standards to the sole bidder,
Sierra West Lighting, Hayward, California, representing: Arneron
International, in the amount of $182,797,88.
BACKGROUND INFORMATION: On May 21, 2003, the City Council authorized the advertisement for
bids for Fiscal Year 2003-2004 estimated requirements for Lodi
Replica concrete streetlight standards.
Bid forms were sent to three potential bidders. Ameron International's Pole Products Division currently
produces a variety of concrete standards for other customers, and had expressed an interest in
producing the Lodi Replica standards for the City. Jensen Precast, a west -coast producer of concrete
products including the City's underground vaults, also requested an opportunity to bid. Finally, bid forms
were sent to the current supplier, NOS Company of Auburn, representing Traditional Concrete of
Milwaukee, Wisconsin.
Sierra West Lighting / Ameron International was the only responsive bidder on this project, Jensen
Precast couldn't manufacture tooling in time to meet our delivery requirements, and NOS Company
overlooked the bid due date. For comparison purposes, Ameron's bid is about 6% higher than
NCS/Traditional's price from a year ago. Considering the escalation in fuel prices and transportation
costs since September, 2002, NCSiTraditional's current bid, had they responded, would likely have been
comparable to Ameron's.
These poles will be used in Phase 4 of the Streetlight Completion Project, and for replacement of
damaged standards within the city's streetlight system,

WHEREAS, Lodi Municipal Cade §3.20.070 authorizes dispensing with bids for
purchases of supplies, services; or equipment when it is in the best interest of the City to do so;
and
WHEREAS, on. May 21, 2003, the City Council authorized the advertisement for bids for
fiscal year 2003-04 estimated requirements for "Lodi Replica" concrete street light standards;
and
WHEREAS, in 1993 the City requested proposals from various manufacturers. to
produce a replicaof the existing concrete standard, and the company that was awarded the
contract, Traditional Concrete, of Milwaukee, Wisconsi.n, manufactured a new mold and has
provided the City with Lodi Replica standards for the past five years; and
WHEREAS, other companies have recently expressed an interest in producing the Lodi
Replica standards for the City of Lodi, and therefore bids were seat to three potential bidders,
which includes the currant provider; and
WHEREAS, only one responsive Dict was received from Sierra West Lighting / Ameron
International in the amount of 182,797.88; and
WHEREAS, staff recommends purchasing 150 proles from Sierra West Lighting, of
Hayward, California, the sale bidder representing Arneron international in the total amount of
$182,797.8&
NOW, THEREFORE., BE IT RESOLVED that the City Council of the City of Lodi does
hereby approve the sole -source purchase of the 160 "Lodi Replica" concrete street light.
