AGENDA TITLE: Approve Plans and Specifications and Authorize Advertisement for Bids for the Main Street Storm
Drain Improvement Project (Lodi Avenue to Flora Street); and Adopt Resolution Authorizing the
City Manager to Award or Reject the Contract up to $240,000 and Appropriate Funds

RECOMMENDED ACTON: That the City Council approve the pians and specifications for the above project and
authorize advertising for bids; and adopt a resolution authorizing the City Manager to
award or reject the contract uta to $240,000 and appropriate funds.
BACKGROUND INFORMATION: Main Street south of Lodi Avenue is subject to street flooding during the
winter storm months. The street flooding frequently occurs at the
intersection of Lodi Avenue and Main Street and alone the easterty side of
Main Street, affecting building access to businesses in this area.
The existing storm drain facilities are not adequate to convey runoff flaws associated with the City's standard 2 -year
storm event. In addition, the lack of surface improvements within the project area results in storm runoff not being
channelized and directed into the storm drainage system, causing the nuisance flooding and poor roadway drainage
performance.
This storm drainage improvement project includes the installation of new storm drain facilities and surface
improvements designed to accommodate the City's 2 -year design storm runoff and to improve the surface drainage
within the project limits, as shown on the attached drawing.
Using concept level information to estimate the project cost, Staff originally budgeted $90,000 for drainage.
improvements. The thought was to carry street drainage; from the nodi Avenue/MainStreet intersection to the trunk
Iine in Stockton Street. However, the long-term solution for drainage in the entire area is to replace substandard
pipes (0 -inch) in Main Street and Flora Street. wring the design process, it was determined the project is located
within a very congested underground corridor resulting in a more complex and expensive project. Additionally, Staff
did not anticipate the extent of surface improvements required to effectively drain the area. However, the proposed
hang -terra improvements are necessary to properly address the existing drainage deficiencies.
To improve the current situation, Staff recommends Council approve the plans and specifications, authorize
advertisement for bids, and authorize the City Manager to award the construction contract.

(8-fth) in Main Street and Fiora Street, so therefore staff recommends that the City Council approve the
plans and specifications and authorise advertisement for IAds for the Maim Street Storm Drain
Improvement Project (Lodi Avenue to .Flora Street), authorizes the City Manager to award or reject the
contract tip to $240,000.00 and further appropriate funds for this project.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby approve the plans
and specifications and authorize. advertisement for bids for the Main Street Storm Drain Improvement
Project (Lodi Avenue to Flora Street), and authorizes the City Manager to award or reject the contract up
to $2404000.00, and
BE IT FURTHER RESOLVED that funds in the amount of $,240,000.00 be appropriated from the
Wastewater l=urid for this projedt.
