Roberti - Z' erg -Harris Urban Open Space and Recreation Program under the Safe Neighborhood Parks, Moan Water, Chan Air, and Coastal Protection Bond Act of 2002 MEETING DATE: September 3, 2003 PREPARED BY: Parks and Recreation Director BACKGROUND INFORMATION: The Safe Neighborhood Parks, Clean Water, Clean Air, and Coastal Protection Bond Act of 2062 (Proposition 40) was. passed by the citizens of California. The City of Lodi is scheduled to receive $160,347 from the Roberti Urban Open Space and Recreation Program portion of the brand act. The Roberti-Z'Ber -Harris Program is allocated on a population -based formula and is intended to Deet the urgent need for safe, open, and a cessible local park and recreational facilities for increased recreational opportunities that provide positive alternatives to social problems. These funds can be used for either acquisition or development of recreation land and facilities. Grantees are required to provide at least 3/7th of the grant amount (monetary or non -monetary) from local resources, private, or non -state sources. The 3/7'n local match required for the City of Lodi amounts to $68,935. Additionally, 1/7th of the grant amount ($22.,987 and can be monetary or non - monetary) must came from private or non -state sources (cannot be grantees resources). Projects have yet to be determined and will come to Council for final approval. The City rust enter into a contract with the State by June 30, 2006 and complete all projects by June 30, 2010. Certifies that the Applicant has or will have sufficient funds to operate and maintain the Proje ct(s); and 1 Certifies that the Applicant has reviewed, understands, and agrees to the General Provisions contained in the Contract shown in the Procedural Guide; and 4. Certifies that the Grantee has or will have available, prior to commencement of any work on the Project, the required Match-, and 5. Certifies that the Project conforms to the recreation element of any applicable city or county general plan-, and Appoints the (designated position) City Manager or his designee as agent to conduct all negotiations, eX6CUte and submit all documents including, but not limited to, Applications, agreements, payment requests and so on, which may be necessary for the completion of the Project. Approved and Adopted on the _day of 20 I, the undersigned, hereby Qertify that the foregoing Resolution Number was duly adopted by following a roll call vote: (Applicant's Governing Body) Ayes Noes Absent (Clerk) RESOLUTION NO. 2003-162 A RESOLUTION OF THE LODI CITY COUNCIL APPROVING THE APPLICATION FOR GRANT FUNDS FOR THE ROBERTI- Z'BERG-HARRIS BLOCK GRANT PROGRAM UNDER THE CALIFORNIA CLEAN WATER, CLEAN AIR, SAFE NEIGHBORHOOD PARKS, AND COASTAL PROTECTION ACT OF 2002 WHEREAS, the people of the State of California have enacted the California Clean Water, Clean Air, Safe Neighborhood Parks And Coastal Protection Act of 2002, which provides funds for the Roberti-Z'Berg-Harris Block Grant Program for grants to eligible applicants; and WHEREAS, the California Department of Parks and Recreation has been delegated the responsibility for the administration of the program and the grant project shown above within the State, setting up necessary procedures; and WHEREAS, said procedures established by the California Department of Parks and Recreation require the applicant's Governing Body to certify by resolution the approval of the Application before submission of said application to the State; and WHEREAS, the applicant will enter into a contract with the State of California for the Project. Certifies that the Applicant has reviewed, understands, and . agrees to the General Provisions contained in the contract shown in the Procedural Guide; and 4. Certifies that the Grantee has or will have available, prior to commencement of any work on the project, the required match; and 5.
