RECOMMENDED ACTION: That the City Council authorize the City Manager to execute the System
impact and Facilities Shady Agreement with Pacific Gas acid electric
Company for increased electric service capacity at the White Slough
Wastewater Treatment Plant.
BACKGROUND INFORMATION-, The expansion project at the White Slough Wastewater Treatment Plant (the
Plant), currently in the design phase, will increase the electric: opacity
requirements from 800 kW to approximately 2500 kW. The plant bias two
independent electric services from different sources on the PG&E distribution system. One source is the normal
supply and the rather is a standby emergency source. PG&E is the wheeling agency for the electric Opacity and
energy required at the plant and therefore must have facilities capable of wheeling this capacity and energy in
accordance with the appropriate tariff. The System Impact and Facilities Study (the Study) will identify any and all
impacts and deficiencies from the load increase on the PG&E system as well as the associated costs to mitigate such
deficiencies.
The Study is estimated at $10,000. However, PG&E will bill the City actual costs and therefore, it is possible that the
cost may be higher.
The Study will be utilized to evaluate the electric supply costs associated with the plant expansion as well as possible
alternate energy supply options.

A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE
CITY MANAGER TO EXECUTE THE SYSTEM IMPACT AND FACILITIES
STUDY AGREEMENT WITH PACFIIC GAS & ELECTRIC COMPANY
(PG&E) FOR INCREASED ELECTRIC SERVICE CAPACITY AT THE
WHITE SLOUGH WASTEWATER TREATMENT PLANT

WHEREAS, the expansion project at the White Slough Wastewater Treatment Plant is
currently in the design phase and will increase the electric capacity requirements from 800 kW
to approximately 2500 kW; and
WHEREAS, the plant has two independent electric services from different sources on
the PG&E distribution system. One source is the normal supply and the other is a standby
emergency source. PG&E is the wheeling agency for the electric capacity and energy required
at the plant and therefore must have facilities capable of wheeling this capacity and energy in
accordance with the appropriate tariff; and
WHEREAS, the System Impact and Facilities Study will identify any and all impacts and
deficiencies from the load increase on the PG&E system as well as the associated costs to
mitigate such deficiencies.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby
authorize the City Manager to execute the System Impact and Facilities Study Agreement with
Pacific Gas & Electric Company for increased electric service capacity at the White Slough
Wastewater Treatment Plant at. an approximate cost of $10,000.00 or higher.
