AGENDA TITLE: Adopt Resolution Awarding Contract for Kettleman Lane (Route 12) Gap Closure
Project from Lower Sacramento Road to Ham Lane and from Stockton Street to
Cherokee Lane to Teichert Construction of Stockton ($2,060,830); and Appropriate
Funds ($2,450,000)

RECOMMENDED ACTION: That the City Council adopt a resolution awarding the contract for the
above project to Teichert Construction, of Stockton, in the amount of
$2,060,827.00; and appropriate funds in accordance with the
recommendation shown below.
BACKGROUND INFORMATION: The project consists of improving Kettleman Lane (State Highway 12)
from Lower Sacramento Road to Ham Lane, and from Stockton Street
to Cherokee Lane. The improvements include constructing.a raised
landscaped median at both locations, widening the westbou nd
direction of Kettleman Lane from Lakeshore Drive to Tienda Drive, modifying the Tienda Drive and
Kettleman Lane traffic signal to accommodate westbound dual left turns, widening the Walmart driveway
to accommodate the two proposed inbound lanes, installing street lights, modifying the
Ham Lane/Kettleman Lane and Cherokee Lane/Kettleman Lane traffic signals to accommodate
eastbound dual left turn lanes, and constructing a traffic signal interconnect system. These
improvements will provide a continuous four -lane roadway with a raised median from
Lower Sacramento Road to Cherokee Lane (a separate project has been awarded to construct a raised
median from Hutchins Street to School Street). Utility companies are currently relocating facilities in
preparation for this widening.
At the July 25, 2003, Board meeting, San Joaquin Council of Government (SJCOG) approved an
amendment to program $2.629 million in Measure K Flexible Congestion Relief funds for the
Kettleman Lane Widening/Gap Closure Project. In addition, the Board approved transferring STIP funds
earmarked for 2006/07 from the Kettlernan Lane Widening/Gap Closure Project to the SJCOG's
Route 99 Widening Project, The requested appropriation for this project also includes approximately
$80,000 for construction management services (such as materials testing and surveying) and $310,000
in contingencies.
Bids for this project were opened on Wednesday, August 27, 2003. Plans and specifications for this
project were approved on July 15, 2003, The City received the following four bids for this project:

RESOLUTION NO. 2003-158
A RESOLUTION OF THE LODI CITY COUNCIL AWARDING THE
CONTRACT FOR KETTLEMAN LANE (ROUTE 12) GAP CLOSURE
PROJECT FROM LOWER SACRAMENTO ROAD TO HAM LANE
AND FROM STOCKTON STREET TO CHEROKEE LANE, AND
FURTHER APPROPRIATE FUNDS FOR THE PROJECT

WHEREAS, in answer tq notice duly published in accordance with law and the order of
this City Council, sealed bids were received and publicly opened on August 27, 2003, at 11:00
a.m. for Kettleman Lane (Route 12) Gap Closure Project from Lower Sacramento Road to Ham
Lane and from Stockton Street to Cherokee Lane, described in the specifications therefore
approved by the City Council on July 15, 2003; and
WHEREAS, said bids have been compared, checked, and tabulated and a report
thereof filed with the City Manager as follows:

WHEREAS, the City Manager recommends award of the contract for Kettleman Lane
(Route 12) Gap Closure Project from Lower Sacramento Road to Ham Lane and from Stockton
Street to Cherokee Lane be made to the low bidder, Teichert Construction, of Stockton,
California, in the amount of $2,450,000.00.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby award
the contract for Kettleman Lane (Route 12) Gap Closure Project from Lower Sacramento Road
to Ham Lane and from Stockton Street to Cherokee Lane to the low bidder, Teichert
Construction, of Stockton, California, in the amount of $2,450,000.00; and
BE IT FURTHER RESOLVED that funds in the amount of $2,450,000.00 be
appropriated from the Measure K Flexible Congestion Relief Fund for this project.
