Pine Street Wastewater Main Rehabilitation Project (Church Street to Hutchins Street); and
Adopt Resolution Authorizing the City Manager to Award or Reject the Contract up to. $90,000
and Appropriate Funds

RECOMMENDED ACTION: That the City Council approve the plans and specifications for the above project
and authorize advertisement for bids; and adopt a resolution authorizing f h e
City Manager to award or reject the contract up to $90,000 and appropriate funds
BACKGROUND INFORMATION: This wastewater main rehabilitation project was initiated at the request of the
California regional Water Quality Control Board (Board) in a letter to. ..the City
dated February 2003. The letter requested the City take action to rehabilitate
the wastewater main located in the alleyway behind 212 West Fine Street,
between Church Street and Hutchins Street.
According to the hoard letter, Guild Clearers is c urrentiy in the process of installing a soli vapor extraction (SVS,)
system in the vicinity of the wastewater line. The Board believes the rehabilitation of the pipeline is critical to the
successful pilot study and long-term operation of that SVE system, and it has requested the City proceed with the
repair,frehabilitation of this pipeline as soon as practical.
Although this location was not a high priority for our replacement program, it is one we would do in the foreseeabie
future. In the spirit of cooperation with the State, staff completed design documents for rehabilitating 1,190,LF of
existing 6 -inch diameter wastewater main and reinstating 53 active service connections using trenchless methods,
The City has chosen the machine spiral wound method and the deform/reform method as acceptable alternatives
for this project, Bath alternatives will minimize surface disruption and inconvenience to the residents and
businesses within the project limits. The deform/reform method was successfully employed on the Water and
Wastewater Main Replacement Project No, 1.

RESOLUTION NO. 2003-157
A RESOLUTION OF THE LODI CITY COUNCIL APPROVING PLANS
AND SPECIFICATIONS AND AUTHORIZING ADVERTISEMENT FOR BIDS
FOR THE ALLEY SOUTH OF PINE STREET WASTEWATER MAIN
REHABILITATION PROJECT (CHURCH STREET TO HUTCHINS STREET);
AND FURTHER AUTHORIZING THE CITY MANAGER TO AWARD OR
REJECT THE CONTRACT UP TO $90,000, AND APPROPRIATING
FUNDS FOR THE PROJECT
WHEREAS, this wastewater main rehabilitation project was initiated at the request of

February 2003; and
WHEREAS, the letter requested that the City take action to rehabilitate the wastewater
main located in the alleyway behind 212 West Pine Street, between Church Street and
Hutchins Street; and
WHEREAS; according to the letter, -Guild Cleaners is currently in the process of

City Manager to award or reject the contract up to $90,000.00, and further appropriate funds for
this project.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby approve
the plans and specifications and authorize advertisement for bids for the Alley South of Pine
Street Wastewater Rehabilitation Project (Church Street to Hutchins Street) and authorize the
City Manager to award or reject the contract up to $90,000.00; and
BE IT FURTHER RESOLVED that funds in the amount of $90,000.00 be appropriated
from the Wastewater Fund for this project.
