BACKGROUND INFORMATION: The California Integrated Waste Management Board (CIWMB) administers a Tire Grant Program to divert waste tires for landfill disposal and to prevent illegal dumping, educate the public on proper tire maintenance and disposal and promote markets for recycled -content waste tire products. The purpose of the Local Government Public Education and Amnesty Day Grant Program is to decrease the adverse environmental impacts created by unlawful disposal of used and waste tires, This grant is specifically for the removal or collection of waste tires and for public education on waste tire disposal. CJWM6 allows individual jurisdictions to apply for up to $20,000. Each year, the City of Lodi participates in the Great American Clean-up Campaign through Keep America Beautiful and the State affiliate, Keep California Beautiful. These annual campaigns bring a multitude of organizations and agencies together to promote conservation, recycling and community beautification. These grant funds would allow that campaign to expand to address the increasing blight that dumped waste tires have on our community and provide Amnesty Day events over the next three years to give residents a reasonable alternative for disposal of waste tires. The Community Improvement Division, along with the Public Works Department, and Central Valley Waste Disposal, are putting together a proposal to be submitted with this grant application which includes billboard, newspaper and radio advertising, public service announcements, multi-lingual pamphlets and other educational outreach materials targeted to our Hispanic and Middle Eastern residents, as weli as annual Waste Tire Collection Days over the next three years. CIWMB Amnesty Education Grant-doc o7/29/03 FUNDING� No Matching Funds required. 1 �5 Konradt Bartlarn Community Devefopment Director Prepared by Joseph Wood, Community Improvement Manager KB/jw Randy Hays, City Attorney Richard Prima, Public Works Director Rebecca Arejda, Management Analyst - PWD Christine Weid, Central Valley Waste Council Cornmunication.doc RESOLUTION NO. 2003-143 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE SUBMITTAL OF THE WASTE TIRE PUBLIC EDUCATION AND AMNESTY DAY GRANT APPLICATION TO THE STATE INTEGRATED WASTE MANAGEMENT BOARD WHEREAS, Senate Bill 876 (Escutia, Statutes of 2000, Chapter 838) authorizes the California Integrated Waste Management Board to establish a grant program to provide opportunities to divert waste tires from landfill disposal, prevent illegal tire dumping, and to promote markets for recycled -content waste tire products; and WHEREAS, the California Integrated Waste Management Board has been delegated the responsibility for the administration of the program within the State, setting up necessary procedures governing application by California cities, counties, city and county, special districts or political subdivisions thereof, and Federally recognized California Indian tribes; and WHEREAS, said procedures established by the California Integrated Waste Management Board require the applicant to certify by resolution approval of the application before submission of said application to the State; and WHEREAS, if awarded a grant, the applicant will enter into an agreement with the State of California for development of the project. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Lodi does hereby authorize the submittal of an application to the California Integrated Waste. Management Board for the fiscal year 2003-04 Local Government Waste Tire Education and Amnesty Day Grant Program; and BE IT FURTHER RESOLVED that the City Manager of the City of Lodi is hereby authorized and empowered to execute in the name of the City of Lodi all necessary applications, contracts, agreement, amendments, and payment requested hereto for the purpose of securing grant funds and to implement and carry out the purposes specified in the grant application.
