HomeMy WebLinkAboutAgenda Report - August 6, 2003 E-1233la'<ICITY OF LODI AGENDA TITLE-, Adopt resolution authorizing the City Manager to execute a professional services agreement with Power Engineers, Inc. for engineering services for the Killelea Substation reconstruction project and appropriate funds ($295,000.00) (EUD) MEETING DATE: August 6, 2003 SUBMITTED Y: Electric Utility Director RECOMMENDED ACTION: That the City Council authorize the City Manager to enter into a professional services agreement with Power Engineer's Inc. for engineering services for the Killelea Substation reconstruction project and appropriate hands in the amount of $295,000.00T ACKGROUNQ INFORMATION: The Killelea Substation was constructed in 1965. The 12 kV section is a metal clad type enclosed switchgear. The manufacturer of this equipment is no longer in business making parts extremely difficult to locate. .The design of this switchgear is such that a failure of one portion of the insulated bus likely would escalate throughout the entire switchgear making a failure catastrophic resulting in a total. loss of the station. The age and condition of the insulating material makes the likelihood of a failure greater with each passing year. The 60 kV bus structure was the interconnection facility as well as the main 60 kV distribution structure prior to the construction of Industrial Substation, A large portion of this structure is no longer needed and adds unnecessary exposure to the City's electric system. This substation was expected to be phased out of service with the construction of Industrial Substation. However, with the significant industrial growth on the east side of the City this station will remain a necessary and vital park of the City's electric system and will require reconstruction to remain a reliable and dependable substation. The existing 38 ft. tall lattice steel 60 kV structure, originally constructed to serve as the City's main 60 kV distribution facility, will be removed and replaced with three individual 27 ff. tall tubular steel support structures, appearing much like an inverted "U". The neva 60 kV bus will also be located farther away from the perimeter of the station: to increase operating flexibility, improve safety and minimize the visual impact. The 12 kV bus will be low profile open bus similar to the busses in the other substations. A recent evaluation of the two power transformers, originally thought to be suitable for reuse, has shown replacement to be the most economical option. Funding for the replacement was included in the 2003-05 Financial Plan and Budget. This project also includes the addition of two 60 kV power circuit breakers and associated equipment at Industrial Substation. These circuit breakers will increase the switching capability and in tura improve service reliability. One of the circuit breakers will connect Killelea Substation to the City's transmission system like Henning arid McLane Substations. The other circuit breaker will connect the third and recently upgraded supply line from the PG&E system :dent€cally to the two other supply lines.
