AGENDA TITLE: Accept Improvements Under Contract for Traffic Signal and Street Lighting for
Marney Lane and Stockton Street

RECOMMENDED ACTION: That the City Council accept the improvements under the "Traffic Signal and
Street Lighting for Harney Lane and Stockton Street" contract.
BACKGROUND INFORMAT11ON: The project was awarded to Cabins Electrical Company, inc., of
Stockton, on November 7, 2001, in the amount of $165,000. The
contract has been completed in substantial conformance with the plans
and specifications approved by the City Council.
The final contract price was $272,970. The difference between the contract amount and the final contract price
is mainly due to additional costs to complete the Harney Lane and Stockton Street improvements which were
part of the Parisis Manch development. City Council, at its meeting of September 24, 2002, accepted the
Parisis Ranch subdivision improvements and relieved its developer of its responsibility for the pavement
portions of Harney Lane and Stockton Street. Street work in Harney Lane and Stockton Street could not be
performed at the time the subdivision was accepted because of conflicts with existing PG&E utility pops.
Contract change orders were issued to Collins Electrical for the Harney Lane and Stockton Street
improvements in the amount of $102,536. The street improvement work involved the removal of 3,560 square
feet of existing pavement and the installation of 22,560 square feet of neve asphalt 0.65 feet thick. The
additional work also included the patch paving of the old PG&E pole locations, removal of the asphalt concrete
dike at Melby Drive, the installation of eight roadside signs, adjusting water valve frames to grade and traffic
control. The Parisis Ranch developer paid the City $23,520 for the street improvement work. This money, as
well as $25,154 from the Electric Utility fund, was placed in the Street Impact fee account, and this impact fee
account was used to Hay for the additional Harney Lane and Stockton Street improvements. The balance of
the contract change order costs ($5,594) covered the relocation of a signal pole and the change in material for
a storm drain lateral,
Following acceptance by the City Council, the City Engineer will file a Notice of Completion with the
County Recorder's office.
