CITY oF LODI COUNCIL COMMUNICATION AGENDA TITLE: Approve White Slough Water Pollution Control Facility Task Order to West Yost & Associates for Engineering and Environmental Work to Establish a Sphere of Influence Surrounding the White Slough Facility ($83,500) and Appropriate Funds MEETING DATE: August 6,2003 PREPARED BY: Public Works Director RECOMMENDED ACTION- That the City Council approve the White Slough Water Pollution Control Facility Task Order to West Yost & Associates for engineering and environmental work to establish a sphere of influence surrounding the White Slough Facility and appropriate funds as shown below. BACKGROUND INFORMATION: Long range plans for improvements at the City's wastewater treatment facility include continued application of wastewater to adjacent, City -owned land', additional land acquisition for this purpose; and, possibly, a treatment wetland. However, development in Stockton and nearby County lands is occurring closer and closer to the facility. Staff is recommending that the City pursue establishment of a formal "sphere of influence" through the Local Agency Formation Commission (LAFCO) process that will put other agencies on notice of our long range plans and give the City some say in the process. Our wastewater consultant — West Yost & Associates, along with their environmental subconsultant, Hughes Environmental — has provided a work plan to prepare the necessary background information and environmental document to initiate our application to LAFCO. Given the previous work doneby them on our faciMy, staff recommends that we proceed in a timely manner to accomplish this. A copy of the work plan is on file at the Public Works Department.
