RECOMMENDED ACTION: That the City Council adopt a resolution authorizing the City Manager -
allocate $125,000 in Public Benefit Program funds to create the Lodi Enerl
Efficient Home Improvement Program.
BACKGROUND INFORMATION- Currently, the City of Lodi Electric Utility coordinates numerous reba
programs designed to assist residential customers in utilizing energy mo 'I
efficiently in their homes, As proposed in this Council Communication, two
the existing programs (the Lodi Air Duct Testing, Attic Insulation & Programmable Thermostat Program andAhe Lodi
Energy Efficient Window & Shade Screen Program) would be collapsed into the Lodi Energy Efficient Home
Improvement Program. I
Utilizing one rebate form, this newly created effort will allow residential customers to select from a variety of energy
efficiency improvements, including.-
)�, attic insulation upgrades- a rebate of up to $175;
)o air ductlair delivery system repairs.- a rebate of up to $175;
> programmable thermostat installation- a rebate of $25;
> whole house fen installation- a rebate of $100;
ceiling fan installation- maximum two (2) fans per service address- a rebate of $40 each:
attic fan installation- a rebate of $40;
shade screenstwindow tinting installation- a rebate of .50 cents/square foot;
energy efficient windows- a rebate of .75 cents/square foot.
Eligible participants must be City of Lodi Electric Utility residential customers, living in either a single-family dwelling or
duplex/triplex, and they must be current on their City of Lodi account. In addition, the maximum rebate amount, per
customer service address, will be $300. Thus, the total grant amount of $300 allows residential customers to choose
a combination of energy efficiency improvements, utilizing the one rebate form. Lastly, participatingresidential
customers must consent to a potential post -inspection of their premises by designated City of Lodi Electric Utility
representatives,
Should each participating residential customer receive the maximum $300 rebate, the program will serve in excess of
415 customers- It should also be noted, that by pursuing some or all of the aforementioned energy efficiency
improvements, a residential customer could reduce energy consumption from 3 percent, to as much as 25 percent
annually.

RESOLUTION NO. 2003-135
A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING
THE CITY MANAGER TO ALLOCATE PUBLIC BENEFITS
PROGRAM FUNDS TO CREATE THE LODI ENERGY
EFFICIENT HOME IMPROVEMENT PROGRAM
WHEREAS, the state has mandated that beginning January 1, 1998, the City of Lodi is
obligated to fund various programs through a Public Benefits Charge (PBC) based on an
historical electric revenue requirement; and
WHEREAS, the requirement amounts to approximately $1 million per year that must be
dedicated to qualifying programs such as energy efficiency. A further stipulation is that these
efforts must be done on the customer's side of the meter in order to qualify; and
WHEREAS, the City of Lodi's Public Benefits Program is comprised of four segments
or customer groups: commercial/industrial, residential, community/non-profit, and municipal;
and
WHEREAS, this request for a Public Benefits grant in the amount of $125,000.00 is
specifically designed to create a new residential program called the Lodi Energy Efficient Home
Improvement Program. Currently, the City of Lodi Electric Utility coordinates numerous rebate
programs designed to assist residential customers in utilizing energy more efficiently in their
homes; and
WHEREAS, with the approval of the Lodi Energy Efficient Home Improvement Program,
two of the City's existing programs i.e. Lodi Air Duct Testing, Attic Insulation & Programmable
Thermostat Program and the Lodi Energy Efficient Window & Shade Screen Program would be
collapsed into the Lodi Energy Efficient Home Improvement Program; and
WHEREAS, utilizing one rebate form, this newly created effort will allow residential
customers to select from a variety of energy efficiency improvements, including:
➢ attic insulation upgrades — a rebate of up to $175;
➢ air duct/air delivery system repairs — a rebate of up to $175;
➢ programmable thermostat installation — a rebate of $25;
➢ whole house fan installation — a rebate of $100;
➢ ceiling fan installation (maximum two (2) fans per service address) —a rebate
of $40 each;
➢ attic fan installation — a rebate of $40;
➢ shade screens/window tinting installation — a rebate of .50 cents/square foot;
and
➢ energy efficient windows — a rebate of .75 cents/square foot.
WHEREAS, eligible participants must be City of Lodi Electric Utility residential

WHEREAS, the City of Lodi Electric Utility staff respectfully recommends
approval of the Lodi Energy Efficient Home Improvement Program as a qualifying
component of the City of Lodi Public Benefits Program.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby
authorize the City Manager to provide a Public Benefits Program grant in the amount of
$125,000.00 to fund the Lodi Energy Efficient Home Improvement Program.
