AGENDA TITLE: Approve Plans and Specifications and Authorize Advertisement for Bids for
White Slough Water Pollution Control Facility Year 2004 Improvement Project
and Authorize the City Manager to Purchase Construction Trailer ($21,000)

RECOMMENDED ACTION: That the City Council approve plans and specifications and authorize
advertisement for bids for White Slough Water Pollution Control Facility
Year 2004 Improvement Project and authorize the City Manager to
purchase a construction trailer.
BACKGROUND INFORMATION: At its December 17, 2003 meeting, City Council authorized the
City Manager to purchase filters, aeration and UV disinfection
equipment for the White Slough Water Pollution Control Facility. This
equipment has been ordered. The plans and specifications being
approved are for the installation of this prepurchased disinfection equipment and associated work to meet
State of California requirements. This project is part of the "Phase 2" improvements at White Slough that have
been presented to the Council at previous meetings. Purchase of additional land which has been included in
the Phase 2 planning is not included at this time.
Council is being asked to approve the plans and specifications and authorize advertising for bids for the
project, which includes the installation of equipment; construction of electrical control and chemical buildings;
and associated electrical, mechanical, utility, site preparation and demolition as required. A prequalification
process is included to determine eligible bidders and ensure contractors have the necessary experience to
perform the work.
As part of the overall project and this approval, a trailer for use as a construction office by the Construction
Project Manager, inspectors and engineers will be purchased. Staff recommends purchase rather than lease,
given the time frame of the entire White Slough project. The trailer would then be available for other City
projects.
The plans and specifications are on file in the Public Works Department.
FUNDING: This project will be funded by the Wastewater Fund with the 2004 Certificates of Participation.
A request for appropriation of funds will be made at contract award.
Project Estimate: $18.3 million (includes prepurchased equipment, construction
administration services, construction contract, testing and
inspection, trailer purchase, and other project associated expenses)
