MEETING DATE: January 21, 2004 PREPARED BY: Community Development Director RECOMMENDED ACTION: That the City Council conduct a Public Hearing and adopt a Resolution authorizing the reallocation of $50,000 of unobligated CDBG funds from a completed project to the Salvation Army. BACKGROUND INFORMATION: The City is seeking authorization to reallocate unobligated CDBG funds from a completed project, the Lodi Lake Handicapped Accessible Trail (LOD 01-16), to the Salvation Army far acquisition and project cost related to the shelter portion of the Hope Harbor Shelter Facility, located at 622 N. Sacramento Street. The City Council has previously allocated $200,000 of CDBG funds to the Salvation Army for acquisition and renovation of the food bank portion of the facility. The allocation to be considered at this Public Hearing is a new and separate project from what has been considered before and represents $50,000 of the City's pledge of $250,000 toward the Salvation Army's new shelter facility. A portion of this contribution will be used to offset permit and impact fees from the Community Development and Public Works Departments.
