Dear Councilmemberss CO I am writing this letter in addition to statements I made at the General Plan review held at Carnegie Forum, April 24, 1991. The subject on which I spoke was the zoning of the south-west corner of Lower Sacramento Rd. and Kettleman Lane. The 73 acre parcel now shows Planned Residential. I feel that a portion of this property that fronts the intersection should be zoned Neighborhood/Community Commercial. Figure 6-2, Section 6 (Noise Element) of the General Plan lists the existing noise levels at this intersection to be at between 65 dB and 70 dB. This noise level is normally unacceptable for residential use, including apartments. It is conditionally acceptable for a variety of commercial uses. According to the General Plan recommendations, it will be City policy to locate commercial centers along major arterials and at the intersections of major arterials and freeways. The southwest corner of this intersection is exposed to the same level of noise and traffic as the other three corners. I can't imagine a residential development at any intersection of two major four -lane roadways without some commercial buffer. Zoning a portion of this corner property commercial would be the most acceptable use and make it consistent with other parcels zoned commercial at this intersection. It would also avoid a conflict if later a commercial rezoning was attempted. I fear a protest from neighboring commercial developments if commercial zoning is not established now. It happened on the southwest corner of Lower Sacramento Rd. and Turner Rd. Any consideration the Planning Commission and City Council would give to commercial zoning for a portion of this corner parcel would be greatly appreciated. What is significant about this project is that the City of Stockton is attempting to force Stockton Steel to annex into the City against its will, much in the same way that Iraq annexed Kuwait. If the City of Stockton is successful it will increase the costs of operation of Stockton Steel to such a point that Stockton Steel will most likely have to move out of San Joaquin County, taking with it 200 highly pai.. jobs. With over 15% unemployment in San Joaquin County, it is a crime that the City Council is not willing to leave Stockton Steel alone_ The real reason that the City ie attempting to annex Stockton Steel, at this time, is because Howard Arnaiz wants to develop yet another subdivision in North Stockton. The real question is with over 28,000 residential units already approved and yet to be built, why is it necessary at this time to approve any more residential subdivisions, especially when the annexations and the approval of that residential subdivision may very well cause Stockton Steel to move from San Joaquin County. Interestingly enough under the City of Stockton's General Plan, there is a policy not to allow new residential subdivisions near industrial sites. That is exactly what the City Council will be doing if they approve the Morada Ranch annexation and subdivision. Further, what is significant about the Arnaiz/Watanabe Project is that the parcel itself is in a Williamson Act Land Conservation Contract. Mr. Arnaiz will be attempting to have that contract cancelled. In cancelling a Williamson Act Contract, there must be findings that there is no other available land within close proximity to the parcel, which land is not within the Williamson Act, and which land can be used for the same purposes. With over 28,000 residential units already approved it is very difficult to understand how the findings can be made to cancel the Williamson Act Land Contract. STEIN 2 April 16, 1991 NEWS ARTICLE If you are a citizen concerned about the quality of life in the Stockton/Lodi area it Is very important that you contact Mike Niblock at City Planning Division, City of Stockton, 6 East Lindsay St., Stockton CA 95202, (209) 944-8266, and ask to get a copy of the Morada Ranch (Arnaiz/Watanabe) draft EIR 1-90. With only 45 days to comment on the draft EIR it is important that you immediately obtain a copy and comment on same. This is your opportunity to make sure that the issues which concern you, your family and your community, are adequately discussed in the EIR. You should ask questions and demand answers. The Morada Ranch project is yet another annexation and development request for a 797 unit residential/commercial subdivision in the North Stockton/Hammer Lane area. Over 28,000 residential units have been approved in Stockton in the past 4 years. At the present rate of absorption it will take in excess of 24 years to build out those 28000 residential units. It is important if you are concerned about economic development, LUSD, air quality, water, jobs/housing balance, police protection, the downtown core area, roads and highways, protection of agricultural jobs and land, etc., that you immediately got a copy of the Morada Ranch EIR 1- 90, and comment on same. The answer to the present crime and infrastructure problems facing this community cannot be more and more development. For if more development were the answer then Los Angeles would be yaradise. If you do not let your voice be heard at the Planning Commission and City Council level, you cannot complain when we become the Stoc-Angeles (a Los Angeles without the jobs). 11 The quality of life in Stockton and Lodi depends upon your participation in the planning process. I am sure that the Stockton City Council values your comments and your concerns about our fine Community. Remember, it only takes four votes to approve yet another residential development.
