No action is required. BACK'GROUND INFORMATION: This information is being given to the City Council in accordance with the Contract Change Order policy approved by Resolution 85-72. One of the requirements of this policy is that we inform the City Council of all change orders over $25,000. This attached contract change order No. 3, approved by the City Manager, was in the amount of $178,296, -which is 1.84% of the contract. The work includes the removal and replacement of the heating, ventilating, and air conditioning system and other required modifications to the administrative building. The time of completion was not affected by this change order. Miller, Black & Veatch tk- SUBJECT: Change Order No -3, Description of Work and Backup Data A brief description and summary of Change Order No.3 is listed below and the backup data is attached for your review and acceptance. Request for Proposal No. 12, 12A and 12B $ 178,296.00 Control Building Modification. At the request of the City, the Architectural firm of Morris & Wenell reviewed for the purpose of value engineering, the Control Building Modification. The findings from the Architect's review and recommendations resulted in B&V issuing to the Contractor, RFP No.12, 12A and 12B. The major items of work addressed by these RFP's were beyond the scope of the contract, and are listed below: 1) HVAC sys.:em improvement. The original equipment and system were outdated, inefficient and/or inoperable, and the recommendation by the Architect was to install a new system. Several original work items were subsequently affected. The roof system was modified to support the new Air Handling Unit, the acoustical ceiling was extended to conceal the new ductwork, resulting in modifications in the lighting system, etc. 2) Restroom facility. Handicap access was improved beyond that of the original contract requirement. The Architectural firm of Morris & Wenell provided the calculations and drawings for the modifications required. B&V incorporated these details into RFP No.12 dated 8/31/90, 12A dated 9/25/90, and 12B dated 10/17/90. In a letter dated 1/10/91, the Contractor submitted a proposed cost of $ 205,676 for the additional work. This proposal was review by the Architect and a meeting was held 1/30/91, between the Architect, City, Contractor and Engineer to discuss these items. In a letter dated 2/20/91, the Contractor submitted a second proposal for $ 181,324. This was again reviewed by the Architect and was found to have few exceptions. On 2/28/91, the second proposal was discussed at a job site meeting between the City, Contractor and Engineer, and the figure of $ 178,296 was tentatively agreed upon.
