AGENDA TITLE: San Joaquin County Substance Abuse Grant Application
MEETING DATE: April 17, 1991

RECOMMENDED ACTION: That the City Council support the filing of an
application for Federal grant funds to be submitted by
the San Joaquin County Office of Substance Abuse to
combat drug and alcohol abuse in this county, and
approve City participation the proposed Community
Coalition.
BACKGROUND INFORMATION: The San Joaquin County Office of Substance Abuse is
preparing a grant application to be submitted to the
Office of Substance Ab,ise Programs, a division of the
Federal government's Department of Health Service, in the amount of $445,427 to
fund a five-year planning program. The City of Lodi is being asked to both
support the filing of this application and to agree to participate as a partner
member of the San Joaquin Substance Abuse Partnership (Community Coalition).
A representative of the County's Office of Substance Abuse will be in
attendance at Wednesday night's meeting to present this request and answer any
questions Councilmembers may have.

A RESOLUTION OF THE LODI CITY COUNCIL
APPROVING AND SUPPORTING A GRANT APPLICATION BY THE SAN JOAQUIN COUNTY
OFFICE OF SUBSTANCE ABUSE AS LEAD AGENCY, ON BEHALF OF A COALITION OF
PUBLIC AND PRIVATE ORGANIZATIONS, INCLUDING THE CITY OF LODI, FOR
PARTICIPATION IN THE "SAN JOAQUIN COUNTY SUBSTANCE ABUSE PREVENTION
PARTNERSHIP"
WHEREAS, the City of Lodi recognizes that it is in the public
interest to provide leadership and oversight for the execution of goals
to prevent alcohol and other drug abuse in Sar. Joaquin County; and
WHEREAS, the San Joaquin County Office of Substance Abuse is the
lead agency applying for a Substance Abuse Prevention Partnership grant
on behalf of a coalition of public and private organizations, including
the City of Lodi;
NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council
hereby approves and supports the submittal by San Joaquin County of an
application for a Substance Abuse Prevention Partnership grant on
behalf of a coalition of public and private organizations, including
the City of Lodi.

The City of Lodi hereby agrees to cooperate as a partner member of the San
Joaquin Substance Abuse Prevention Partnership. Further, the City of Lodi will
be an active participant in the Community Coalition providing leadership and
oversight for the execution of the goals to prevent alcohol and other drug
abuse in our county. As a member of the Prevention Partnership, we will
actively promote and participate in the goals and activities of the Partnership.
The San Joaquin County Office of Substance Abuse is the lead agency applying
for this Prevention Partnership grant or, the behalf of our coalition of public
and private organizations.
LONG-TERM SPECIFIC AIMS

GOAL ONE
-'promote long-range, comprehensive, community -wide, grassroots based
planning by a partnership of both public and private groups and
individuals to reduce environmental risk factors and increase protective
behaviors related to alcohol abuse and drrtn use in San Joaquin County.
GOAL TWO
—
77cieve a measurable and sustainable reduction of alcohol and other drug
use among county youth.
GOAL THREE
R— e7uce incidence of alcohol and other drug related consequences in the
county. Alcohol and drug related consequences include crime, illness,
injury and death, employee product W ty, child abuse and domestic violence.
GOAL FOUR
Empower neighborhood and community groups to organize and take action to
achieve alcohol and other drug abuse reduction within their population.

The City of Lodi us a coalition partner endorses the following components of
the Prevention Project as important elements to reduce alcohol and other drug
use and misuse.
Community Empowerment
Enhance the ability of grassroots level community groups to pian and
develop strategies to reduce environmental risk factors in their
community. Community is used to mean a geographic target area, an
ethnic/cultural group or a special needs group (HIV/AIDS seropositive,
sight/hearing impaired, developmentally disabled, etc.)
Leadership Enhancement
Youth and adult leaders among the target group populations will be
identified and provided with the resources to develop and enhance their
leadership abilities and to be role models.
Service Systems Coordination
Shy t the emphasis among providers within services systems to a concept of
response to client established needs. Instead of individual service
systems establishing goals independent of one another and the target
populations, the target groups will establish goals to which the service
systems will design coordinated responses. The goal in this component is
to use limited resources to address locally established priorities to the
extent possible.
County -Wide Coalition
The county -wide coalition will build upon the foundation provident by the
Master Plan Substance Abuse Task Force formed in 1990. This group will
incorporate members of the Drug and Alcohol Advisory Boards, service
provider and the business community. Each coalition member brings its
resources to be used by the Coalition. The Coalition provides direction
and oversight to the Prevention Partnership Project. It will maintain
primary responsibility for county -wide impact on workplace issues,
multimedia messages and marketing the goals of the project.

Pursuant to our conversation Wednesday evening, attached please find a
certified copy of Resolution No. 91-73 entitled. "A Resolution of the
Lodi City Council Approving and Supporting a Gra—nt Application by the
San Joaquin County Office of Substance Abuse as Lead Agency, on Behalf
of a Coalition of Public and Private Organizations, Including the City
of Lodi, for Participation in the 'San Joaquin County Substance Abuse
Prevention Partnership"' which was adopted by the City Council at its
April 17, 1991 meeting.
Also please find letter of support which has been signed by Mayor
Hinchman.
