AGENDA TITLE: Approve request for proposals for a two-year contract for radio maintenance
service for all backbone radio systems and selected emergency and non-
emergency radio equipment, and that the bidder's list be restricted to Motorola
factory -authorized service shops (ISD)

RECOMMENDED ACTION: That City Council approves staff to proceed with a formal request for
proposals, for a two (2) year contract for radio maintenance service
with the option to renew for one additional year, for all backbone radio
systems, and selected emergency and non -emergency radio
equipment, and that the bidder's list is restricted to Motorola factory -
authorized service shops.
BACKGROUND INFORMATION: The City's radio equipment and back -bone systems are exclusively
Motorola brand and, prior to the last maintenance agreement, have
always been serviced by Motorola factory -authorized service shops.
In 2000, the City Council (Resolution No. 2000-221), authorized staff
to place all radio communication backbone systems, public safety
radios equipment, and mobile radio equipment assigned to other departments, on to a maintenance
contract. The maintenance contract period is for two years with the option to renew for one additional year.
Lagorio Communications of Modesto, CA, was awarded the maintenance contract in December 2000. The
current maintenance contract will expire December 31, 2002. It is the recommendation of staff that the
maintenance contract with Lagorio Communications should not be extended for one additional year and
should be competitively bid. There are at least five (5) authorized Motorola service shops within 50 miles
of Lodi.
RFP Format: The request for proposals will ask for a quote for maintenance for radio equipment, which
will include backbone systems and selected mobile radio equipment for a two year period with the option to
renew for one additional year. Radio equipment is located in both City buildings and vehicles.
Annual Costs: Current radio system maintenance is approximately $29,850.00 per year
(contract will expire December 31, 2002.)
