BACKGROUND INFORMATION: Renovation of the Police Communication Center will promote greater efficiency, and provide increased safety. Clearer radio transmission, resulting from the reduction in noise level will improve communications for police and fire personnel. Please refer to the attached memorandum from Captain James Schick for more detailed information. I recommend upgrading the call taking station into a full dispatch position. The additional position will be adjacent to the existing dispatch positions. The primary purposes of this renovation are to provide increased safety and improved communications for police and fire personnel. An the burden on dispatch continues to increase, we must seek alternatives to improve communications. The addition of a third dispatch position will meet our current and future needs. The cost for this project is $4,998.00. we have three dispatchers assigned per shift. During emergency situations and major fires, we receive an influx of 9-1-1 telephone calls. At these times all three dispatchers are frequently in the communications center answering emergency telephones while simultaneously dispatching police and fire units. The two dispatch positions have access to the Computer Aided Dispatch (CAD) terminals and emergency radios. The third (telephone) position does not have radio communications. S/he must take telephone information, hand write it, and pass a slip of paper to the other dispatchers for CAD entry and radio broadcasting. This is inefficient and increases the potential for error. Fire protocol requires ona dispatcher to monitor the fire radio during a fire. This third position will be designated as the fire dispatch position. This will increase efficiency and improve employee safety. Replacing the existing equipment cabinets will not only provide the space necessary for the third dispatch position, it will also reduce the ambient noise level in the communications center. The new cabinets are designed to enclose the two computer printers located in the center. An average office environment produces a noise level of 55 decibels. The noise level in dispatch was measured at 62 decibels when one of the dispatch printers is in operation. when both printers were active, the noise level was measured at 65 decibels. This is a substantial safety issued. Lowering the noise level in the dispatch center will provide superior communication with public safety units. This is especially significant during crisis situations when it is imperative for emergency responders to have clear communications. Recently, one of the two cAD terminals went "down" for two days. we were reduced to one access point for entering all police and fi-e information into our computer system. The third position will eliminate such situations. Installation of a third position entails the following: 1. Extending the counter/work area and remodeling the present cabinets in the communications center. 2. Relocation of the current "call taking" telephone position. 3. Installation of an additional CAD terminal. 4. Installat-on of a third radio console. The costs for this project are: 1.G 2. Building maintenance will extend the dispatch counter (work arca), and remodel the cabinets at a cost of $675.00. 3. In July, Pacific Hell will be installing new 9-1-1 telephone equipment in the communications center. There is NO cost for this equipment and it will be installed in whatever location we choose. 4. Purchase one additional CAD terminal at a cost of $723.00. 5. Lodi Fire Department has agreed to give us their radio communications base station. This equipment is identical to ours except it has only Fire channels. The cost to relocate the unit is $2,400.00. 6. Uparadinq with police radio channels will cost an additional $1,200.00 ($3,600.00 total).
