CITY OF LODI COUNCIL COMMUNICATION
AGENDA TITLE: Contract Award for Lodi Jail Painting and Plumbing Retrofit,
230 West Elm Street
MEETING DATE: July 7, 1943

RECOMMENDED ACTION: That the City Council adopt the attached resolution awarding the
contract for the above project to Charles J. Faszer, Inc. in
amount of $42,693.40.
BACKGROUND INFORMATION: This project consists of furnishing all labor, materials,
tools and equipment to complete the painting and plumbing
retrofit of the Public Safety Building jail at
230 West Elm Street. The work includes the removal of the
existing paint from jail interior walls, ceilings, floors, and interior metal
surfaces; preparation, priming and painting of those interior walls and surfaces;
plumbing, including changing valves and both supply and waste piping, and reworking
existing plumbing deficiencies, and other incidental and related work, all as shown
on the plans and specifications for the above project.
Plans and specifications for this project were approved on May 19, 1993. The City
received the following three bids for this project:

The specifications required two types of work with one alternate --plumbing,
painting, and an alternative of painting the floor surfaces. The low bid is broken
down as follows:
Plumbing retrofit $15,723.76
Painting 20,905.58
Alternate #1 (paint floor) 6,064.06
TOTAL BID $42,693.40

Although the bids were considerably higher than what was estimated, it is staff's
recommendation that the work all be done now for the following reasons:
1) Funds are available in the 10.0-351.01-334 and 331 building maintenance
accounts; as of the May Expenditure Report, the balance of the
10.0-351.01-334 account is $40,658.00 and the balance of the
10.0-351.01-331 account is $7,438.00.
2) The work is long overdue and if not performed now will be necessary in
the near future.
3) The Contractor is required to guarantee the epoxy paint system for a
period of five years.
4) Closing of the jail facilities will be minimized if plumbing and
painting problems are corrected at the same time.
5) The work cannot be done in-house and must be contracted out.
FUNDING: Originally Budgeted: 1990/91
Funding: 10.0-351.01 (331 and 334)
Current Appropriation: $16,000.00
Total Project Estimate: $43,000.00

A RESOLUTION OF THE LODI CITY COUNCIL
AWARDING THE CONTRACT FOR LODI JAIL PAINTING AND
PLUMBING RETROFIT, 230 WEST ELM STREET

WHEREAS, in answer to notice duly published in accordance with
law and the order of this City Council, sealed bids were received and
publicly opened on June 9, 1993 at 11:00 a.m, for the contract for
Lodi Jail Painting and Plumbing Retrofit, 230 West Elm Street,
described in the specifications therefor approved by the City Council
on May 19, 1993; and
WHEREAS, said bids have been compared, checked, and tabulated and
a report thereof filed with the City Manager as follows:

WHEREAS, the City Manager recommends that award of the contract
for Lodi jail painting and plumbing retrofit be made to the low
bidder, Charles J. Faszer, Inc.;
NOW, THEREFORE, BE IT RESOLVED by the Lodi City Council that
award of .:ontract for Lodi jail painting and plumbing retrofit be and
the same is hereby awarded to Charles J. Faszer, Inc., the low bidder,
in the amount of $42,693.40.

I hereby certify that Resolution No. 93-37 was passed and
adopted by the City Council of the City of Lodi in a regular meeting
held July 7, 1993 by the following vote:
