AGENDA TITLE: City of Stockton General Plan Proposal
MEETING DATE: July 7, 1993

RECOMMENDED ACTION: Information only.
BACKGROUND: For the last few years, the northward expansion of
Stockton,s general plan boundaries has caused some concern
to Lodi, based on differences in planning philosophies and
possible impacts of Stockton's growth on Lodi's population.
In 1990, following lengthy hearings in which Lodi participated, Stockton extended
its general plan boundaries northward to Eight Mile Road. Shortly thereafter,
Stockton began studying the possibility of further extensions to include an area
between one-half and one mile wide, north of Eight Mile Road. That proposal
would have brought within Stockton's planning area, certain parcels north of
Eight Mile Road and west of Interstate 5 which are only a short distance south of
Lodi`s White Slough waste water treatment facility (see attached map).
That proposal (referred to by Stockton as the "Building Industry Association or
SIA plan") was considered and rejected by the Stockton Planning Commission at its
meeting of June 27, 1993. Among the reasons given were the adverse impacts or
inability to mitigate traffic, water and air problems as well as problems with
providing municipal services.
It is now possible that the proponents of this plan may appeal the decision to
the Stockton City Council, although that decision may not be made until after the
Lodi City Council meeting of July 7, 1993. If not appealed, or if the appeal is
unsuccessful, that would leave the Stockton general plan boundaries at the 1990
limits.
We had originally intended to bring this matter to the Council with a resolution
in opposition to the expansion, but that now appears unnecessary. It would also
be premature to speculate on what other steps may be appropriate, so this matter
is being presented now for information only. Staff will provide further Council
updates as information is received.

SUBJECT: SPECIAL PLANNING AREA STM (SPAS)
At the Planning Commission's June 15, 1993 meeting on the Special
Planning Area Study (SPAS), the Commission took several straw votes
as noted beloV. Further, you directed staff to meet with our
consultants to discuss a number of issues, identify consequences of
the Commissions actions, and determine costs to amend/modify
documents. related to SPAS considering the straw votes.
As you recall, the Planning Commission took a series of straw votes
as follows:
1. There shall be a residential building permit limitation of
1,500 units per year.
2. Delete the Western Beltway from consideration in the redefined
project.

3. Any additional costs related to the SPAS shall be paid for by
the developer/property owner(s) in the expanded Urban Service
x
Area (USA).
4. Approved expanding the Planning Area to coincide with Figure
A-3 of the SPAS Final EIR (Exhibit 1).
5. Include in the expanded USA the land one-half mile north of
Eight Mile Road between Highway 99 and Thornton Road; the area
one mile north of Eight Mile Road between Thornton Road and
Bishop Cut; and all of Bishop Tract, Shima Tract and Elmwood
Tract.
The Commission- also voted to delete from the USA the following s
i areas' (1) the Morada area; (2) proposed. southeast SPAS i
expansion area with three minor exceptions; (3) Port of
Stockton land on Roberts Island; and (4) Wright Tract. ;
6. The land use pattern for the expanded Urban Service Area shall
be the designations as depicted in Figure I-lA of the Draft
1992 General Plan Policy Document (Exhibit 2).
Land use designations on the areas between the Urban Service
Area and the Planning Area boundary would be in accordance
with San Joaquin County's General Plan at the time of
Stockton's plan adoption. However, that land north of Eight
Mile Road between the Urban Service Area and the Planning Area
boundary are to be designated as open space, irrespective of
the County's General Plan designations for this area.

RE: SPECIAL PLANNING AREA STUDY (SPAS)
The following points will need to be clarified at the June 29th
meeting:
1. With respcct to Wright -Elmwood Tract, there seems to be some
disagreement !between. the location of the Urban Service Area
boundary on the BIA map and the motion made during the
June 15, 1993 meeting. The BIA map extends the boundary
between the -USA and the Planning Area in a north -south
direction -parallel to -I-5. The motion made at the June 15
meeting -called for the deletion of Wright Tract from the USA,
however the boundary between Wright and Elmwood Tracts is
actually an east -west line extending roughly from the Lincoln
Village West Marina westerly to the -Deep Water Channel.
-2.,- With'respect to%the Morada area, the BIA's map retains an area
north of the Calaveras River in the USA. This area is mainly
occupied by two mobile home parks. For the Morada
neighborhood, the question is whether or not the area of
exclusion from the USA should extend from Eight Mile Road to
a point north of the mobile home parks or should it extend
southerly to the Calaveras River.
3. The land use map tentatively approved by the Commission
includes a Village Center (VC) south of Eight Mile Road
between Lower Sacramento Road and the Union Pacific Railroad
tracks. A prospective developer of land in this area, with an
application pending, would like to move or delete the VC
designation from this location. This VC designation was
originally located at this site because of the proximity to
the railroad line.
For further clarification of the process that will need to occur at
the June 29,-1993 meeting, please see the attached memo dated
June 28, 1993 from Steve Meyers.
Staff has requested from the consultants cost estimates to
amend/.modify.--the -documents-pertaining to -the SPAS= project.- As of
the writing of this memo, said costs are in the process of being
determined. These costs will be available for your consideration
at the June 29, 1993 meeting.

Re: Stockton's Eight -Mile Road Expansion
Plan

As a Lodi resident and voter, I am opposed to Stockton's proposed
plan to expand north of Eight -Mile Road.
The "straw vote" exercised by Stockton planning commissioners
on Tuesday last will be formalized at a special session on.
June 29, according to our local newspaper. A special session
so near a new fiscal year beginning becomes suspect. Lodi Council
members will consider the Stockton expansion at a "shirt sleeve
meeting tentatively scheduled" for July 6 at 7:00 a.m.. Unless
you're all in agreement with Stockton's plan, wouldn't this
July 6th meeting be somewhat after the fact?
Gentlemen, growth of even a half mile north of Eight -Mile Road,
as Mayor Pennino would agree to, is just a toe -hold for Stockton
to continue further expansion northward.
Please, lee's keep Eight -Mile Road the logical dividing line
between our two cities. Surely Stockton must have other areas
within its present boundaries on which it can expand without
crossing north of Eight -Mile Road.

RESOLUTION NO. 89-107
A RESOLUTION OF THE LODI CITY COUNCIL
OPPOSING THE PROPOSAL BY THE STOCKTON PLANNING COMMISSION TO INCLUDE IN
STOCKTON'S GENERAL PLAN, CERTAIN AREAS NORTH OF EIGHT MILE ROAD
WHEREAS, on August 8, 1989, the Stockton Planning Commission voted to
recommend to the Stockton City Council that adoption of a new General Plan be
delayed so that certain areas north of Eight Mile Road can be included in a
revised General Plan for Stockton's growth; and
WHEREAS, the areas involved are near the southern boundaries of Lodi's
sphere of influence, for the most part have Lodi addresses, and have always
been commonly understood to be oriented more toward Lodi than Stockton; and
a
WHEREAS, the inclusion of these areas in Stockton's General Plan would
have a direct impact on any future potential for the City of Lodi to plan for
the use of such land; and
WHEREAS, Stockton officials and staff have publicly expressed doubt that
Stockton is capable of providing municipal services for this area, and have
further expressed doubt that the inclusion of such area can be done in
compliance with time limits imposed by law;
NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council, by this
resolution, expresses in the strongest terms its opposition to the proposal to
include in Stockton's draft General Plan update, any areas north of Eight
Mile Road, and urges the Stockton City Council to reject this idea until
discussions between the Cities can be carried out concerning this area of
mutual interest;
FURTHER RESOLVED, the City of Lodi is prepared to oppose by any means
necessary and proper, any attempt at this time to include areas north of Eight
Mile Road in Stockton's General Plan.
