PLAYGROUND EQUIPMENT AT HENRY GLAVHS PARK CC -20 Parks and Recreation Director Williamson presented the CC -27(c) following report. CC -47 The Parks and Recreation Departmert received a call from a concerned citizen who was complaining about the design of the equipment at Henry Glaves Park. Her concern was that her child fell through a hole in the center of the equipment that had no safety rails. In the days when this equipment was installed it met the standards of the day. However, we now have new regulations. However, staff did not want to make modifications to the existing equipment unless we could get a recommendation from the manufacturer as to how this might be done. Therefore, Duane Wright contacted the original manufacturer for their recommendations. Below are the results of that inquiry. "Pursuant to my phone call of this afternoon (May n0, 1993), and following my visit and inspecticn of the above system, delivered 14 years ago, Columbia Cascade Company is advising that the system has exceeded useful life. The system does not meet current U.S. Consumer Project Safety Commission Guidelines for safety, and cannot be brought up to these standards. In addition, one support beam and possibly two others are deteriorating effecting the structural integrity of the equipment. This system should be taken out of service immediately and replaced. Unfortunately, the manufacturer is telling us that this equipment has outlived its expected li£e.and they recommend new equipment. The City now has a recommendation that says our equipment is unsafe and no recommendation an to what to do to bring it up to code other than the costliest one imaginable_ Obviously, a total replacement of this equipment is not in our budget and is unlikely to be in the near future. The City has citizen complaints, a recowmerdation from Duane Wright and a similar one from the manufacturer. All of them indicate this equipment needs replacement. The equipment could be torn out as msafe. However, this is a popular playground. Our other alternative is to try to get this project funded. Staff is sure it meets the requirements ;ander the Americans with Disabilities Act CITY COUNCIL MEETING ` June 8, 1993 (ADA) requirements, but community block grant funds are already committed. Staff, therefore, recommended that the equipment be replaced. Coot to replace same would be approximately $15,000 plus $3,500 to $5,000 for company installation. This does not include eventual ground cover replacement to, meet ADA requirements, that would be another $4,000 to $5,000. Following discussion, on motion of Council Member Snider,; Mann second, the City Council authorized the expenditure of, $21,131.48 to replace the playground equipment at Heriry:.�-. Please read the three attached correspondences and judge for yourself. I have been informed by various parties you do not go in and modify existing playground equipment unless you can get a recommendation and backing by the manufacturer, or they come out and do related modification and back us. In this case, you will see correspondence number 3, a letter from David F. O'Keefe Co., stating the equipment has lived past its effective usefulness. They recommend it be removed and replaced. This is exactly what we suggest. Cost to replace same would be approximately $15,000 plus $3,500 to $5,000 for company installation. This does not include eventual ground cover replacement to meet A.D.A. requirements, that would be another $4,000 to $5,000 dollars. I expressed to him that we were interested in updating the equipment to make it conform to the current safety standards. Nft.
