HomeMy WebLinkAboutAgenda Report - December 15, 1993 (66)or CITY OF LODI COUNCIL COMMUNICATION AGENDA TITLE: Appropriation for Bicycle Transportation Master Plan MEETING DATE: December 15, 1993 PREPARED BY: PVblic Works Director RECOMMENDED ACTION: That the City Council amend the Capital Improvement Program, by resolution. to appropriate $8.000 from the Gas Tax Fund to provide a match for the Measure K Grant for a City Bicycle Transportation Master Plan. BACKGROUND INFORMATION: As part of the 1993194 Capital Improvement Program (CIP), the Council conceptually approved the Bicycle Transportation Master Plan Project The project sheet from the CIP is attached (Exhibit A). The project was to be funded from a portion of Measure K funds which were to be competitively awarded to local agencies. Staff applied for the funds and the preliminary indication from Council of Governments (COG) staff is that the project will be recommended for funding. However, the scoring committee recommended that the City provide a match similar to the other Cities applying for planning grants (Exhibit 8). This will require that $8,000 be appropriated from another source. In order to proceed with the project and show the City's interest, staff is recommending this Council action before the COG takes formal action. If Council approves this request. City staff will work with the County's consultant on the County -wide bike plan project to develop a detailed scope of work and cost for the City study. This will be brought back to the Council for approval after we have formally secured the Measure K funds. Depending on the scope of work, additional funds may be needed. In that event, the proposal will identify what can be done within the project budget and any additional work1cost will be indicated separately. San Joaquin County staff and a consultant aro soon to start a countywide pian under contract with the San Joaquin Council of Govemments using State and Air Quality District grants. This study will cost in excess of 3100,000. Staff sees three options to pursing this study for the City of Lodi and recommends the third option: 1) Hire a consultant to do a City plan - This would entail the development of a request for proposals and all the related time and effort in selecting a consultant plus worsting with the consultant during the study.. 2) Have staff do the entire plan - Unless other projects were put off. City staff would be hard pressed to work in this study with our regularwork. Plus we have no experience in this work. 3Z Tag onto the County study - Staff proposes to wait until the County selects their consultant and approach that consultant on doing additional work in Lodi. This will certainly save staff time and should resuR in lower costs to the City for the consultant. Box 3006 Lodi, CA 95421-1910 Dear Jack, OEC CITY On Wednesday, December 1, a review panel met to review, scone, and rank projects requesting 1993194 Measure K Bicycle Program funds. Early in their discussion, it was agreed that funding should be recommended for all of the bicycle facility plans. Lodi, along with the cities of Escalon, Lathrop, and Ripon, all requested such funding. Unlike Lodi, the other three showed matching commitments averaging 19%. The review panel has recom- mendcd that Lodi's planning efforts receive Measure K funding if Lodi shows a monetary match of 19%. Numerically, the committee recommends that $24,300 of Measure K funds be matched by Lodi with $5,700, with a total project cost remaining at $30,000. My staff has discussed this with Richard Prima. He advised us that in order for further monies to be secured on your end that this issue will need to be heard by City Council. He also asked me to write this letter laying out the details of the proposed match. If you have any questions or issues with the review panel's recommendations, please contact Joel C.
