HomeMy WebLinkAboutAgenda Report - December 15, 1993 (69)1 � as CITY OF LODI COUNCIL COMMUNICATION AGENDA TITLE: Public Hearing Regarding Unmet Transit Needs Within the City of Lodi MEETING DATE: December 15, 1993 PREPARED BY: Assistant City Manager BACKGROUND INFORMATION: In order to utilize Transportation Development Act (TDA) funds for street and road improvements and to properly allocate the funds spent for transit purposes, it is necessary to reasonably meet any unmet transit needs. The San Joaquin Council of Governments (COG) requires all agencies to annually hold a public hearing to solicit input from the citizens on immet transit needs. So that we can assure the widest input possible, we schedule two hearings - one during the morning hours at Hutchins Street Square, 125 South Hutchins Street, and one at a regularly scheduled City Council meeting. The first hearing will be conducted on Wednesday morning, December 15, 1993 at the Senior Center at Hutchins Street Square. A summary of that meeting will be prepared and should be made an official part of the minutes of this meeting. A member of the COG st4ff will be in the audience and will make the actual recommendations to the COG Board of Directors as to the City of Lodi 's unmet transit needs. Assistant City Manager Glenn opened the meeting at approximately 10:00 a.m. After a brief statement of welcome, Mr. Glenn opened the hearing to the public. Lillian Goldamith, a resident of Lodi, wanted to know how San Joaquin County Council of Governments (COG) and Stockton Municipal Area Rapid Transit (SMART) are working out funds for Lodi's transit system. She read in a recent newspaper article that the COG Smart system would be established in October 1994, and would reevaluate the system in 5 years. Mr. Don Oaks questioned the advantages and disadvantages of the City having its own system vs. using SMART, and the timeline for fixed routes within the City. Mr. Glenn stated there were pros and cons with both systems, but that it is important that Lodi control its own destiny. Smart has determined buses will run every hour on the hour, but the cost of this system would put a big dent in the City's transit dollars. Whatever system is determined by the Commitee, it must be one that will start small and grow with Lodi, allowing us to tailor routes and times to meet our needs. As to the fixed route system, Mr. Glenn stated one would be designated by the time the next public hearing was held regarding unmet transmit needs. Ruth Taylor commented that the Dial -A -Ride mini vans are very uncomfortable, and there is not enough storage room in the vehicle for her groceries. She said riding in the van makes her feel queasy and that it rides like the shock absorbers are gone. Mr. Glenn advised that the City must purchase vehicles which are handicap accessible, and that this guideline will be met as future replacement of existing vehicles, specifically the station wagons, is required. Mr. Glenn advised that Council Member Pennino was at the California Transit Committee meeting this morning regarding bond fund monies. The City, at present, is unable to get money from CalTrans for the multi -modal station which will eventually house Dial -A -Ride, the City's transit system, and Greyhound Bus Lines station (througi Nrevious commitment from Greyhound). Caltrans will not release funds until the conflict between railroads has been resolved and the exact route Amtrak will use from Stockton to Sacramento is determined. Mr. Don Oaks commented on the importance of establishing a hub for the Dial -A -Ride and transit system. He indicated this was the single largest need at this time. M:-. Glenn advised that the hub for Dial -A -Ride and the City transit system has been tentatively scheduled for the downtown area near the U.S. Post Office. Preliminary comments by Mr. Michael Freedman, an urban planner specializing in downtown revitalization, indicate this would be the bes'_ location. 1 1 Continued December 1:o, 1993 Lillian Goldsmith inquired whether the City might be considering a multi-level parking garage constructed in the downtown area. She indicated this might be even more important with the extra traffic to the downtown area and the establishment of the multi -modal station. It was briefly menti: -zed that achieving transportation to Stockton is still a major concern and necessity when looking at unmet transit needs. There being no further comments, Mr. Glenn closed the public hearing and informed the audience that the comments would be summarized in a report to the Lodi City Council at its regular meeting of Wednesday, December 15, 1993, and invited the public to attend.
