AGENDA TITLE: Consider Richards Ranch Reorganization, Including Annexation to
the City of Lodi and Detachment from Certain Districts as Approved
by the Local Agency Formation Commission (13737 and 13845 North
Cherokee Lane - APN's 062-290-18 and 062-290-07 and 2250 South

RECOMMENDED ACTION: that the City Council consider completion of the Richards
Ranch Reorganization, including Annexation to the City of Lodi
and Detachment from certain Districts as approved by the Local
Agency formation Commission (13737 and 13845 North Cherokee
Lane - APN's 062-290-18 and 062-290-07 and 2250 North Stockton
Street - APN 062-290-08).
BACKGROUND INFORMATION: The Richards Ranch Reorganization is in three ownerships
and contains 45 acres. All three owners have agreed to
the annexation to the City of Lodi.
At its meeting of July 7, 1993, the City Council adopted Ordinance No. 1580
prezoning the three parcel- included in the Richards Ranch Reorganization, R-2
Single -Family Residential.
The City Council adoptee Resolution 93-94 initiating the annexation/reorganization
proceedings at its meeting of August 4, 1993.
The Local Agency Formation Commission approved the reorganization on September 24,
1993, with the condition that the approval be subject to the following:
"The City's resolution completing the reorganization shall state that
the affected territory will remain within the countywide boundary of
County Service Area No. 53, Household Hazardous Waste Management."

Since the annexation was requested by all the affected property owners, LAFCO
designated the City of Lodi as the conducting authority and the City Council is
authorized to complete proceedings for uninhabited reorganization without notice and
hearing in accordance with Section 57002(c) of the Government Code.

RE: PROPOSED RICHARDS RANCH REORGANIZATION (LAFC 15-93) Including
Annexation To The City Of Lodi And Detachment From The
Woodbridge Fire District And The San Joaquin County Resource
Conservation District
We hereby transmit a certified copy of this Commission's Resolution
No. 890 approving the above entitled proposal and authorizing the
City of Lodi to conduct subsequent proceedings.
Upon successful completion of subsequent proceedings, your agency
must request that LAFCo execute and file a -Certificate of
Completion and Statement of Boundary Change. Such request must be
accompanied by six -certified copies of your resolution ordering the
boundary change and a check payable to the State Board of
Equalization covering its filing fee of $ 400.00.
When the filing is for a city boundary change, the city must also
provide three copies of a map with limiting street addresses and
three copies of a vicinity map. When several streets have been
included, an alphabetical listing of streets and beginning and
ending street addresses is required.

BEFORE TILE LOCAL AGENCY FORMATION COMMISSION OF SAN JOAQUIN
COUNTY APPROVING PROPOSED RICIIARDS RANCII REORGANIZATION (LAFC 15-
93) Including Annexation To The City Of Lodi And Detachment From
The Woodbridge Fire District And The San Joaquin County Resource
Conservation District
W1IEREAS, the above entitled proposal was initiated by
resolution of the City of Lodi, and on August 24, 1993, the
Executive Officer certified the application filed for processing in
accordance with the Local Government Reorganization Act; and.
WIIEREAS, the Commission held a public hearing on the proposed
reorganization on September 24, 1993. in the Board of Supervisors
Chambers. County Courthouse, pursuant to notice of hearing which
was published. posted and mailed in accordance with State law; and,
WIIEREAS, at said hearing the Commission heard and received
evidence, both oral and documentary, submitted in favor of and in
opposition to the proposed reorganization and all persons present
were given and opportunity to be heard;
NOW TIIEREFORE. the Local Agency Formation Commission of San
Joaquin County DOES IIEREBY RESOLVE, DETERMINE, AND ORDER as
follows:
Section 1. The Negative Declaration adopted by the City of
Lodi as lead agency has been reviewed and considered.
Section 2. The above entitled reorganization is approved
subject to the following condition:
a) The Cit)'a resolution completing the reorganization
shall state that the affected territory will remain
within the countywidw boundary of County Service
Area No. 53, household Ilazardous Waste Management_
Section 3. The boundaries are hereby approved as submitted,
said boundaries being set forth in Exhibit A.
Section 4. The affected territory is uninhabited.
Section S. The City of Lodi is designated as the
Conductifrq Authority and the City Council is authorized to complete
proceedings for unhahited reorganization, without notice and
henrinq, in nccordnnce with Section 57002 (c) of the Government

Section 8. The Executive officer is hereby authorized and
directed to snail and file certified copies of this resolution as
required by Section 58853 of the Government Code.

A portion of the southeast quarter of Section 13, Township 3
North, Range 6 East, and a portion of the southwest quarter of
Section 18, Township 3 North, Range 7 East, Mount Diablo Base and
Meridian, more particularly described as follows:
Beginning at a point on the east line of Stockton Street,
said point bears South 00041'30" East, 1085.00 feet and North
87022120" East, 20.01 feet from the center of said Section 13,
said point also being on the Lodi City Limit line; thence South
00042130" East along the east line of Stockton Street, being
along said City Limit line, 792 feet to the southwest corner of
that certain tract of land conveyed to Charles M. Beckman et al,
by deed recorded as Instrument No. 87024488, Official Records of
San Joaquin County; thence leaving said City Limit line, North

ORDERING THE RICHARDS RANCH REORGANIZATION (LAFC 15-93)
ITHOUT NOTICE AND HEARING, INCLUDING ANNEXATION TO THE CITY
OF LODI, AND DETACHMENT FROM THE WOODBRIDGE FIRE DISTRICT AND THE
SJC RESOURCE CONSERVATION DISTRICT.
IN THE MATTER OF THE RICHARDS RANCH ) RESOLUTION MAKING
REORGANIZATION (LAFC 15-93) INCLUDING ) DETERaMINATIONS AND
ANNEXATION TO THE CITY OF LODI, AND ) ORDERING REORGANIZATION
DETACHMENT FROM THE WOODBRIDGE FIRE ) WITHOUT NOTICE AND
DISTRICT AND THE SJC RESOURCE ) HEARING
CONSERVATION DISTRICT )
Section 1. RESOLVED, BY THE CITY COUNCIL OF THE CITY OF LODI that it
determines:
a) Preliminary proceedings for the annexation of certain
described territory to the City of Lodi and detachment from the
Woodbridge Fire District and the SJC Resource Conservation
District were initiated by the filing of the City of Lodi's
Resolution No. 93-94 with the Local Agency Formation Commission
in the County of San Joaquin, proposing annexation of
approximately 45 acres of property located at 13737 and 13845
North Cherokee Lane (APN's 062-290-18 and 062-290-07) and 2250
North Stockton Street (APN 062-290-08), pursuant to the
requirements of the Local Government Reorganization Act.
b) Thereafter, appropriate proceedings were conducted by said
Local Agency Formation Commission, and said Commission on
September 24, 1993 adopted Resolution 890 approving the proposed
annexation, subject to the terms and conditions set forth within
the subject resolution.
C) Resolution No. 890 of the Local Agency Formation Commission
approving the proposed annexation also authorized the City of
Lodi to complete proceedings for uninhabited reorganization
without notice and hearing as the designated conducting agency in
accordance with Section 57002(c) of the Government Code.

Section 2. BE IT FURTHER RESOLVED, BY THE LODI CITY COUNCIL:
a) That the proposal for annexation is ORDERED in accordance
with Section 57002(c) of the Government Code of the State
of California, to wit:
1. Richards Ranch (contiguous) annexation to the City
of Lodi.
2. Detachment of Richards Ranch from the Woodbridge
Fire District and the SJC Resource Conservation
District.
3. A description of said territory is attached hereto
(Exhibit A) and made a part hereof, as though set
out in full.
Section 3. BE IT FURTHER RESOLVED, that the affected territory shall
remain within the countywide boundary of County Service 53, Household
Hazardous Waste Management.

in action taken at its October 20, 1993 regular City Council Meeting,
adopted Resolution No. 93-129 ordering the Richards Ranch

and detachment from the Woodbridge Fire District, and the SJC Resource
Conservation District.
Mr. J. Jeffrey Kirst issued and filed herewith, pursuant to your

Section 1. RESOLVED, BY THE CITY COUNCIL OF THE CITY OF LODI that it
determines:
a) Preliminary proceedings Lor the annexation of certain
described territory to the City of Lodi and detachment from the
Woodbridge Fire District and the SJC Resource Conservation
District were initiated by the filing of the City of Lodi's
Resolution No. 93-94 with the Local 'Agency Formation Commission
in the County of San Joaquin, proposing annexation of
approximately 45 acres of property located at 13737 and 13845
North Cherokee Lane (APN's 062-290-18 and 062-290-07) and 2250
North Stockton Street (APN 062-290-08), pursuant to the
requirements of the Local Government Reorganization Act.
b) Thereafter, appropriate proceedings were c- ..ducted by said
Local Agency Formation Commission, and said Commission on
September 24, 1993 adopted Resolution 890 approving the proposed
annexation, subject to the terms and conditions set forth within
the subject resolution.
c) Resolution No. 890 of the Local Agency Formatiun Commission
approving the proposed annexation also authorized the City of
Lodi to complete proceedings for uninhabited reorganization
without notice and hearing as the designated conducting agency in
accordance with Section 57002(c) of the Government Code.
