COMPLAINT FROM CITIZEN REGARDING NAFTA, IMMIGRATION, AIR
AND WATER CONTAMINATION, ETC.
Harry Thomas, 17 North Central Avenue, Lodi, read a letter
(on file in the City Clerk's office) regarding the future
of California in relation to immigration, welfare, NAFTA,
air contamination, water shortage, etc. Anyone wishing to
assist Mr. Thomas in this matter was invited to contact him
at 368-4307.

To The Lodi City Council;
My name is Harry Thomas,and I reside at 17 N. Central Ave. Lodi,Ca. I
ask your indulgence to adress the Council and the citizens of Lodi.
I am the father of two grown daughters,and have no grand children. My
only concern in the following matters are as a private citizen who loves his
country and state. The following are some very distrubing facts.
Over 30% of all immigration,both legal and illegal,settle in California!
I wish to state at this time that I as a human being,can understand the will
and effort of any person trying to better themselves,but common sense at some
time must over ride compassion. California has reached this point in time!
The figures that I quote in this article are well documented,and I am not some
kind of idiot seeking public attention. I believe that what I am presenting
here tonight is of grave concern to every citizen of the United States,and
particularly the citizens of Lodi and California!
The population in 1990 in California was 30.9 millior.,and at the present
and projected growth rate of one million will reach 50 million by the year 2010.
In 1990 there were 5.7 million children between the ages of 3 and 18 years old
attending both public and private schools. By the year 2000,school enrollment
will increase 2.1 million. This means that the state will have to build a school
every day of the year with the capacity of 650 students,to meet school enroll-
ment demands. The above figures include both immigration and birth rate. I think
most reasonable people will agree that this condition must not be allowed to
happen!
This Adminastration agrees that under NA1•'TA,illegal immigration will in-
crease for the next 20 years! This state cannot bear that! The increase in imm-
igration will not only effect schools,but will increase welfare and the crime
rate! Simple logic decrees this to be a given fact!
It doesn't take a genius to realise that some drastic steps must be taken
immediately! And I sure as hell mean drastic! I certainly don;t have all the
answers, but here are a few suggestions. Stop all immigration at once! Stop
granting citizenship to children born to illegal immigrants and deport both
mother and child to the country of orgin. This may seem cruel,but it is a matt-
er of self preservation! Find and deport all illegals,including those in prison!
Reform welfare by stopping checks and food stamps. Furnish housing and open food
distribution centers to furnish the necessities for a healthy diet, as the gov-
erment did in the 1930's. I speak from experience!
I have observed the actions of the Congress in the state and in Washington,
very closely,and have reached the conclusion that they are either gutless or
stupid,or both. For a prime example,I give you the illegal immigration problem.
Any person with a grain of common sense should have foreseen to some degree the
problems facing this state today! I can only conclude that they were more inter-
ested in themselves than the citizens welfare. It is almost inconsievible that
a child of a citizen of this state would be deprived of an education,but under
the present and future circumstances it is not only possible,but most probable.
The Constitution clearly states that each state has the power to defend
its borders,and the Governor has the power and authority to use the National
Guard for this perpose! I am almost certain our Governor will not take these
steps, unless the citizens force him to. One thing is certain,if we wait for
the politicions to take positive action,it will be to late!
The only solution is to force them to take immediate action now! If letters
and phone calls doesn't work,I know what will! A citizens march on Sacamento will
sure as hell get their attention!
In closing,I cannot think of a more important issue that concerns the people
in this room,in this state, and this country,;t this time! Thank you and God bless
this country and all of its citizens'

In the above presentation I only touched on a few of the States
problems. The following are of serious concern to the citizens of
California also.
California is beset with serious enviornmental problems. Over
population of any kind only makes these problems worse. Air contamin-
ation continues to erode. A bad water shortage is getting worse.
Waste disposal capacities have beenpressed beyond their limits. The
state's transportation system is clogged. The qusstion has to be ask-
ed,how many people can California support withAaegrading the natural,
social,cultural,and economic enviornment for present and future gene-
rations?
Water will have to be shipped in from some place else! Where can
we get it?
Air Quality! In 1988,there were ire 19.4 million cars and
trucks in California At the current rate of population growth, about
35 million cars will be on the state's highways by 2020. Air quality
can only worsen!
Waste disposal! The land fills in Southern California has reached
it's limits. Sewage treatment plants are unable to keep up with demands,
Because of this,800 million gallons of only minimally treated sewage is
dumped into the ocean every day! At the present time Californian's pro-
duce 19 million tons of solid waste per year! By the year 2020,this
will reach 32. tons. Where will it be disposed?
Infrastructure. 'er the last 2o years, traffic has grown six
times faster than highway capacity! The average speed on Los Angeles
freeways is 37 miles per hour at this time. By the year 2000,it is
projected to drop to 17 miles per hour.
Birthrate. Fertility rates are as follows. Anglo 1.74,Blacks,2.55,
Asians 2.42, and hispanics 3.91 per family. These rates coupled with
immigration of both kinds spell total disaster for our great state!
Immigration must be stopped! Serious family planing must be instituted!
All of the facts quoted here are well reserched ana documented in
the book,"Fifty Million Californians." These are grave concerns to all
citizens of this state,regardless of race or gender! We are all in the
same boat,be you rich or poor,butcher,baker,or candle stick maker! It
is time to stand up and be counted! The politicions have dumped on us
for far to long! Every citizen must demand that steps be taken to stop
the erosion of our way of life. I intend to do everything in my power,
but alone,I am powerless. Please help me save our wonderful state!
