AGENDA TITLE: Evaluation of Existing "No Parking" Zone, Kettleman Lane West of Ham Lane,
East of the Municipal Service Center Driveway

RECOMMENDED ACTION: That the City Council review the following evaluation of the existing "no
parking" zone located on the north side of Kettleman Lane (State
Highway 12) west of Ham Lane, adjacent to the Municipal Service. Center
driveway, and take the appropriate action.
BACKGROUND INFORMATION: At its meeting of August 18, during discussion on a related item, City
Council inquired whether truck parking was provided on the north side
of Kettleman Lane adjacent to the City's Municipal Service Center
(MSC) driveway when the "no parking" zones were approved. The
owner of the convenience store east of the Municipal Service Center has since contacted the Public
Works Department requesting that the "no parking" zones be modified to provide more truck parking for
his customers. The following is a comparison of the business owner's request and the length of "no
parking" zone calculated by staff.
The "no parking" zone on Kettleman Lane west of Ham Lane, adjacent to the MSC driveway, was
approved by City Council in December 1991. The concem expressed at this location was that trucks
and other vehicles parked along Kettleman Lane adjacent to the MSC driveway make it difficult for
drivers exiting this driveway to see approaching vehicles. Exiting was particularly difficult for drivers of
Targe trucks laden with equipment or towing long material such as power poles. To determine the
lengths of "no parking" zones needed to improve visibility of approaching traffic, the Public Works
Department performed a sight distance analysis using established guicelines. There are certain
assumptions in these guidelines. One assumption is that the eye of the driver exiting the driveway is at
the face of curb. This location is used because, in a typical vehicle, if the driver's eye is at the face of
curb, the front of the vehicle will be within the parking lane. Placing the driver's eye past the face of
curb could put the front of the vehicle beyond the parking lane and into the travel lane. Since truck
parilng is a concem here, it is also assumed that the left edge of tha vehicle creating the sight problem
is tell feet from the curb. (In areas where the parking problem is typically due to common passenger
vehicle,. it is assumed that the vehicles are only eight feet from the curb.) With the driver's eye at the
face of curb, and considering the critical speed (85th percentile) of the traffic and lane configuration,
staff recommended that 160 feet of "no parking" be installed east of the driveway. The City Council
reduced staffs recommendation to 137 feet to provide 42 feet of parking area west of the convenience
store driveway. This was provided to allow two cars, an RV, or a medium-sized truck to park. The
entire length of the present "no parking" zone is in front of City of Lodi property.

The business owners request is to further reduce the length of the "no parking" zone east of the MSC
driveway to provide 80 to 100 feet of parking for full-size trucks (semi truck and trailer) near his
businass. Additionally, the business owner has requested 25 feet of "no parking" zone west of the
driveway servicing his busir.ass to improve V. oility of eastbound vehides. This request would reduce
the length of the "no parking" zone east of the MSC driveway to between 74 and 54 feet. The resulting
length of "no parking" zone would be 63 to 83 feet shorter than the existing zone and 86 to 106 feet
shorter than staff's original recommendation. This request and the existing conditions in the area are
shown on Exhibit A. In order to reduce the length of "no parking" zone to meet the minimum request
of the business owner, the eye of the driver exiting the driveway would have to be more than 6 feet
beyond the face of the curb. This would place the front of the vehicle beyond the parking lane and
approximately 4 feet into the travel lane. Shown below are varying lengths of "no parking" zones
calculated under different conditions.
Recommended lengths of "no parking" zones with driver's eye at:

The method currently used by the Department to calculate lengths of "no parking" zones is designed to
provide sufficient reaction time and stopping distance to avoid a collision. This method assumes clear
weather conditions and does not consider vehicles exceeding the critical speed of traffic. Although this
method assumes many factors, staff would not encourage significantly reducing calculated lengths of
"no parking" zones.
Another condition at this area that concems staff is the lane drop on Kettleman Lane just west of this
driveway. Westbound drivers traveling in the curb lane are concentrating on merging left into the flow
of traffic and may not be as alert to traffic exiting the driveway as they would normally be. The
combination of the lane drop and reduced visibility of drivers entering Kettleman Lane from the
driveway could create a Tess safe condition.
Staff has no objection to the business owners request for a 25 -foot "no parking" zor,,. east of the
driveway. However, if the Department's sight distance analysis was used at this driveway, the length of
the "no parking" would be significantly longer. Combined with the "no parking" zone east of the MSC
driveway, tnese zones would eliminate all of the available parking between the two driveways.
Because this "no parking" zone is located on a State Highway, Caltrans approval was required before
the zone was installed. If City Council chooses to modify the length of this "no parking" zone, a
resolution must be adopted and Caltrans approval obtained.

We met with the City Staff on Friday, November 12, 1993. The
City crews parked a large City of Lodi truck eighty feet
west of the Flame Liquors property line. With the City
of Lodi truck parked at that location, it was apparent
the view to enter onto Kettleman Lane, turning east, was
adequate from the City of Lodi Municipal Service Center
Driveway.
We were under the impression when the "No Parking" Zone was
installed at that location, it was supposed to be enough room
for an 18 wheel truck to park. We discussed with the City
Staff that a parking limit up to 30 minutes would be adequate
time for a truck to park and the driver to shop.
