AGENDA TITLES Name 'The Point" at Lodi Lake Park "Chuck Parsons Point' and Approve Sign Concept for the Arca
MEETING DATE: November 17, 1993

RECOMMENDED ACTION: That the City Council approve the naming of "the point" at Lodi Lake Park after the late
Chuck Parsons, "Chuck Parsons Point" and approve signage of the area.
BACKGROUND INFORMATION: Over 40 years ago, Chuck Parsons, Sr. and Ed DeBenedetfi began the Annual Northern
CaYomia Outboard Motorboat Association (NCOA) Race; at Lodi Lake Park. Over this
same period, each and every ,year the NCOA boat race people have set up the boat
race operations at `the point" and conducted the annual event.
As such, the family of Mr Parsons approached the Parks and Recreation Commission and requested that "the point" (as it is
known), be renamed "Cht.-K Parsons Point" in honor and memory of this man who was the guiding light for annual boat race
event, bringing boating enthusiasts and entertainment to Lodi over all these years.
The commission unanimously approved the request and moved same onto the City Council for their review and approval. At
the same time, Mr. Tony Segaie, has designed a sign which he and family members have requested be installed at the picnic
shelter entering 'the point" area. The design is attached for your review, as well as a rendering of the shelter and proposed
place of ir:stallation. The sign would face the road and be very visible, identify the area and shelter, but be placed high enough
to not attract vandalism.
Your consideration ar.d approval of this request would be greatly appreciated,
FUNDING: The commission recommends a 50150 split of costs for the signage of the area. Family members will donate
$500 and we would request $500,-- . drawn fWthn L i Lake revenve fund for our portion.

A. Letter from Mayor regarding City of Lodi Policies on Employment Issues
B. Westgate Park - Westside Fire Station
No discussion on above, both self-explanatory.
C. Letter from Robert Sternfels to Supervisor Barber
It was requested that Director Williamson contact Mr. Sternfels and ask
him to give a presentation to the Commission in layman's terms regarding
the ordinance discussed in the letter.
V. Action Items
A. Request to Name Point at Lodi Lake Park. "Chuck Parsons Point"
Director Williamson explained that Mr. Tony Segale had made this
request at last month's meeting. Commissioner Wall asked where the
funds for the sign would come from and how much it was anticipated to
cost. Director Williamson described several options ranging in price from
$50 up and possibilities of funding from memorials, contributions, or by
the City -
Speaking on the subject was -
Tony Segale - 215 Palomar. Lodi - Mr. Segale stated that no memorial
was in place, but he would speak to the family about their feelings on the
subject and return to the next meeting with same. He also would bring
some design and price ideas.
On a motion by Commissioner Melby and a second by Commissioner
Casalegno the idea was approved and decided to go further with report
from Mr. Segale on details at next meeting.

B. Parks and Recreation Open Space Master Plan
Director Williamson explained that the eight questions raised in Mr. Jerry
Dragoo's letter of September 3, 1993 needed to be addressed and
recommendations made.
The trails system - Jack Ronsko, Public Works Director was in
attendance and shared with the Commission the county -wide bike

NAMING THE NORTH POINTI' AT LODI LAKE PARK THE
"CHUCK PARSONS POINT"
AND APPROVE TILE SHELTER AND SIGN CONCEPT FOR THE AREA

WHEREAS, 40 years ago the late Chuck Parsons, Sr. was instrumental
in establishing the annual Northern California Outboard Motorboat
Association (NCOMA) rac' at Lodi Lake Park. During this 40 -year period
the NCOMA boat race pazcicipants have conducted their annual event from
this location at Lodi Lake Park;
WHEREAS, it is fitting that this location be named in honor and
memory of Chuck Parsons, Sr. for his dedication and service to the boating
enthusiasts of Lodi in bringing this most worthy and entertaining
recreational activity to Lodi Lake Park;
WHEREAS, the Parks and Recreation Commissicn with the Parsons
family's approval, has brought before the Lodi City Council the naming of
the north point of Lodi Lake Park as the "Chuck Parsons Point" for the
aforementioned accomplishment; and
NOW THEREFORE, H8 IT RESOLVED, that the Lodi City Council does
hereby approve the naming of the north point of Lodi Lake Park as the
"Chuck Parsons Point" and approve the shelter and sign concept for this
area, as shown on Exhibit A attached hereto.
