That the City Council approve the passing of Resolution 93-123 ; an application for the State of California Wildlife Conservation Fund. Monies for reconstruction of the Mokelumne River levee in the area of Pigs Lake. BACKGROUND INFORMA-CION: Attached is a Ietter sent to Maurice Fjelstad, Fishery Biologist with the Department of Fish and Game, and also s description of the proposed project. In a meeting at Pigs Lake, it was determined that a breach of the river bank into Pigs Lake would be detrimental to the salmon. By repairing the levee that allows for shelter and habitat niches for the fisheries, this project is 100% funded. We have asked National Grant Services to develop this grant under our current agreement and we will be incurring a 10% fee for this service. In addition, there are some engineering fees that may not be fully refundable. The amount of this grant is approximately $60,000. FUNDING: Approximately $10,000 will be needed for project development and grant writing fees to include some engineering costs. These funds will come from the Lodi Lake revenue account. At this time, we request approval of the proposed Lodz Lake Levee/Riparian Restoration Project, which would be funded be the Wildlife Conservation Board. We have elected to go beyond restoration and perform revetment to the problem area. Upon completion of the levee repair, we plan to enhance the entire riparian corridor by replanting all areas with native vegetation. Attached please find the project description which further explains the project here along the Mokelumne River. Thank you for your support of this project. Sincerely, <4*16 Scott Fssin, Parks Superintendent PARKS DIVISION RECREATION DIVISION (209) 368.1251 General Information: t209) 333-6742 Field!Facility Condition: (2091 333.6744 Exhibit PROJECT DESCRIPTION Lodi Lake Levee/Riparian Restoration Approximately one hundred and fifty feet (150 ft.) of the river levee corridor will be protected and enhanced along the southern bank of the Mokelumne River at Lodi Lake Park. The river bank has eroded to such an extent that collapse of the system is eminent. Cottonwoods, oaks and understory have been undermined by the river, causing continual displacement of vegetation along the riparian corridor, thus creating river hazards. Department of Fish and Game biologists have determined the affected site to have potentially detrimental effects to public properties and the fisheries unless action is taken to prevent a collapse of the Mokelumne River's south bank, near Green Heron Lake. The proposed revetment includes placement of logs, stumps, boulders and vegetation in a linear row along the north edge of the bank. Approximately 150 feet of the bank will be protected and extensive plantings of riparian vegetation will aid in the enhancement. The linear row of native materials will be fashioned to provide shelter and habitat niches for the fisheries. The crown of the bank will be restructured to accommodate a public trail which is part of the Nature Trail in the area. Extensive plantings will be done to re -vegetate areas that have lost plants over the years. WHEREAS, the Wildlife Conservation Board has been delegated the responsibility for the administration of the program within the State, setting up necessary procedures governing application by local agencies under the program; and WHEREAS, said procedures established by the Wildlife Conservation Board the applicant to certify by resolution the approval of applicant(s) before submission of said application(s) to the State; and WHEREAS, said application(s) contain assurances that the applicant must comply with; and WHEREAS, the applicant will enter into an agreement with the State of California for development of the project(s); NOW, THEREFORE, BE IT RESOLVED that the City Council hereby: 1. Approves the filing of an application for Wildlife Conservation Board funds for the above project(s); and 2. Certifies that said applicant understands the assurances and certification in the application form; and 3. Certifies that said applicant will have sufficient funds to operate and maintain the project(s); and 4. Appoints the City Manager, as agent of the City, to conduct all negotiations, execute and submit all documents, including; but not limited to applications, agreements, amendments, payment request and so on; which may be necessary for the completion of the aforementioned project(s).
