AGENDA TITLE: Consider the Bridgetown I Reorganization, Including Annexation to
the City of Lodi and Detachment from Certain Districts as Approved
by the Local Agency Formation Commission (Located at 451 East
Turner Road APN 015-230-37)

RECOMMENDED ACTION: that the City Council consider completion of the
Bridgetown I Reorganization, including annexation to the
City of Lodi and detachment from certain districts as approved by the Local Agency
Formation Commission (Located at 451 East Tuner Road APN 015-230-37).
BACKGROUND INFORMATION: :he Bridgetown I Reorganization is in one ownership and
contains 9.53 acres.
At its meeting of May 19, 1513 the City Council approved the request of Chris
Keszler, et al for a General Pian Amendment to redesignate a portion of the parcel
at 451 East Turner Road from P -R, Planned Residential, to NCC, Neighborhood/
Community Commercial and introduced Ordinance No. 1577 prezoning that portion C -S,
Commercial Shopping. It is the commercial portion that constitutes the Bridgetown I
Reorganization.
The City Council adopted the Resolution initiating the annexation/reorganization
proceeding at its meeting of July 7, 1993.
The Local Agency Formation Commission approved the reorganization on August 20, 1993
with the following conditions:
1. The City's resolution completing the reorganization shall state that the
affected territory shall remain within the countywide boundry of County Service
53, Household Hazardous Waste Management; and
2. The City's resolution shall also state that the City will not succeed to the
terms of the Williamson Act contract.

BEFORE THE LOCAL AGENCY FORMATION COMMISSION OF SAN JOAOUIN
COUNTY APPROVING PROPOSED BRIDGETOWN I REORGANIZATION (LAFC 13-93)
Including Annexation To The City Of Lodi and Detachments From the
Woodbridge Irrigation District, The Woodbridge Fire District, And
The SJC Resource Conservation District
WHEREAS, the above entitled proposal was initiated by
resolution of the City of Lodi. and on July 19, 1993, the Executive
Officer certified the application filed for . processing in
accordance with the Local Government Reorganization Act; and,
WHEREAS. the Commission held a public hearing on the proposed
reorganization on August 20, 1993, in the Board of Supervisors
Chambers, County Courthouse. pursuant to notice of hearing Which
was published, posted and mailed in accordance with State law; and.
WHEREAS, at said hearing the Commission heard and received
evidence, both oral and documentary, submitted in favor of and in
opposition to the proposed reorganization and all persons present
were given and opportunity to be heard;
NOW THEREFORE, the Local Agency Formation Commission of San
Joaquin County DOES HEREBY RESOLVE, DETERMINE, AND ORDER as
follows:
Section 1. The Negative Declaration adopted by the City of
Lodi as lead agency has been reviewed and considered.
Section 2. The above entitled reorganization is approved
subject to the following conditions:
a) The City's resolution completing the reorganization
shall state that the affected territory will remain
within the countywide boundary of County Service
Area No. 53, Household Hazardous Waste Management.
b) The City's resolution shall also state that the
City will flat succeed to the terms ^£ the
Williamson Act contract.
Section 3. 'ne boundaries are hereby approved as submitted,
said boundaries being set forth in Exhibit A.
Section a. The affected territory is uninhabited.

Section 5. The City of Lodi is designated as the
Conducting Authority and the City Council is authorized to complete
Proceedings for unhabited reorganization, without notice and
hearing, in accordance with Section 57002 (c) of the Government
Code.
Section 6. The Executive Officer is hereby authorized and
directed to mail and file certified copies of this resolution as
required by Section 56853 of the Government Code.
PASSED AND ADOPTED this 20th day of August 1993, by the
following vote of the Local Agency Formation Commission of San
Joaquin County to wit:

Section 1. RESOLVED, BY THE CITY COUNCIL OF THE CITY OF LODI that it
determines:
a) Preliminary proceedings for the annexation of certain
described territory to the City of Lodi and detachment from the
Woodbridge Irrigation District, the Woodbridge Fire District, and
tha SJC Resource Conservation District were initiated by the
filing of the City of Lodi's Resolution No. 93-84 with the Local
Agency Formation Comm168ion ir. the County of San Joaquin,
proposing annexation of approximately 9.53 acres of property
located at 451 East Turner Road, on the north side of West Turner
Road, west of the Wine and Roses Country Inn, pursuant to the
requirements of the Local Government Reorganization Act.
b) Thereafter, appropriate proceedings were conducted by said
Local Agency Formation Commission, and said Commission on August
20, 1993 adopted Resolution 887 approving the proposed
annexation, subject to the terms and conditions set forth within
the subject resolution.
c) Resolution No. 887 of the Local Agency Formation Commission
approving the proposed annexation also authorized the City of
Lodi to complete proceedings for uninhabited reorganization
without notice and hearing as the designated conducting agency in
accordance with Section 57002(c) of the Government Code.

Section 2. BE IT FURTHER RESOLVED, BY THE LODI CITY COUNCIL:
a) That the proposal for annexation is ORDERED in accordance
with Section 57002(c) of the Government Code of the State
of California, to wit:
1. Bridgetown I (contiguous) annexation to the City
of Lodi.
2. Detachment of Bridgetown I from the Woodbridge
irrigation District, the Woodbridge Fire District,
and the SJC Resource Conservation District.
3. A description of said territory is attached hereto
(Exhibit A) and made a part hereof, as though set
out in full.
Section 3. BE IT FURTHER RESOLVED, that the affected territory shall
remain within the countywide boundary of County Service 53, Household
Hazardous Waste Management; and
Section 9. FURTHER RESOLVED, that :he City of Lodi does not succeed to

San Joaquin County, California
A portion of the southwest Quarter of Section 34, Township 4
North, Range 6 East, Mount Diablo Base and Meridian, more
particularly described as follows:
Beginning at the'southeast corner of PARCEL 2 of Parcel Map
filed in Book 18 of Parcel Maps, at page 163, San Joaquin County
Records, said corner being on the north line of Turner Road,
bearing North 88010'45" West, 384.00 feet and North 1031113"
East, 30.00 feet from the southeast corner of said southwest
Quarter, said corner also being on the Lodi City Limit line;
thence along said City Limit line, North 88010145" West along the
south line of said PARCEL 2, being the north line of Turner Road,
695.00 feet; thence leaving said City Limit line, North 1031113"
East parallel with the east line of said PARCEL 2, a distance of
597.5 feet; thence South 88010145" East, parallel with the south
line of said PARCEL 2, a distance of 695.00 feet to the east line
of said PARCEL 2, being on said City Limit line; thence South

At its meeting of September 15, 1993, the Lodi City Council adopted
Resolution No. 93-113 entitled, "A Resolution of the Lodi City Council
Ordering the Bridgetown I Reorganization (LAFC 13-93) Without Notice
and Hearing, Including Annexation to the City of Lodi, and Detachment
From the Woodbridge Irrigation District, the Woodbridge Fire District,
and the SJC Resource Conservation District" (certified copy attached).
This Resolution will now be forwarded to the Local Agency Formation
Commission (LAFCO) for completion; however, as stated in my letter of
July 9, 1993 you are required to issue a check payable to the State
Board of Equalization in the amount $200.00. Please forward your check
to the City Clerk's office as soon as possible and we will forward it
along with Resolution No. 93-113 to LAFCO.

Pursuant to the Commission's Resolution No. 887, the Lodi City Council,
in action taken at its September 15, 1993 regular City Council Meeting,
adopted Resolution No. 93-113 ordering the Bridgetown I Reorganization
(LAFC 13-93) including annexation to the City of Lodi and detachment
from the Woodbridge Irrigation District, the WoodbridEe Fire District,
and the SJC Resource Conservation District.
Mr. Fred Baker issued and filed herewith, pursuant to your August 24,
1993 letter, a check in the amount of $200.00 payable to the State
Board of Equalization covering the filing fee.
Also, enclosed herewith please find six certified copies of the
heretofore mentioned Resolution No. 93-113.

Said reorganization and detachment was ordered by Resolution No. 93-113 of
the Lodi City Council adopted September 15, 1993_ A certified copy of
said Resolution and the map delineating the boundaries of the subject area
are enclosed.

DETERMINATIONS AND
ORDERING REORGANIZATION
WITHOUT NOTICE AND
HEARING
Section 1. RESOLVED, BY THE CITY COUNCIL OF THE CITY OF LODI that it
determines:
a) Preliminary proceedings for the annexation of certain
described territory to the City of Lodi and detachment from the
Woodbridge Irrigation District, the Woodbridge Fire District, and
the SJC Resource Conservation District were initiated by the
filing of the City of Lodi's Resolution No. 93-84 with the Local
Agency Formation Commission in the County of San Joaquin,
proposing annexation of approximately 9.53 acres of property
located at 451 East Turner Road, on the north side of West Turner
Road, west of the Wine and Roses Country Inn, pursuant to the
requirements of the Local Government Reorganization Act.
b) Thereafter, appropriate proceedings were conducted by said
Local Agency Formation Commission, and said Commission on August
20, 1993 adopted Resolution 887 approving the proposed
annexation, subject to the terms and conditions set forth within
the subject resolution.
c) Resolution No. 887 of the Local Agency Formation Commission
approving the proposed annexation also authorized the City of
Lodi to complete proceedings for uninhabited reorganization
without notice and hearing as the designated conducting agency in
accordance with Seccion 57002(c) of the Government Code.
Section 2. BE IT FURTHER RESOLVED, BY THE LODI CITY COUNCIL:
a) That the proposal for annexation is ORDERED in accordance
with Settion 57002(c) of the Government Code of the State
of California, to wit:
1. Bridgetown I (contiguous) annexation to the City
of Lodi.
2. Detachment of Bridgetown I from the Woodbridge
Irrigation District, the Woodbridge Fire District,
and the SJC Resource Conservation District.
3_ A description of said territory is attached hereto
(Exhibit A) and made a part hereof, as though set
out in full.
Section 3, BE IT FURTHER RESOLVE=, that the affected territory shall
remain within the countywide boundary of County Service 53, Household
Hazardous Waste Management; and
Section 4. FURTHER RESOLVED, that the City of Lodi does not succeed to
the terms of the Williamson Act contract.
