AGENDA TITLE: Purchase of Microcomputers for the Publi: Works De-
partment under League of California Cities -sponsored
L.A. County/ComputerLand Purchase Agreement
MEETING DATE: September 15, 1993

RECOMMENDED ACTION: That the City Council authorize the purchase of two
network -ready Hewlett-Packard microcomputers, for
use in the Public Works Department's Engineering
Division, from ComputerLand Corporation, under terms
of the Los Angeles County/ComputerLand Master Purchase Agreement, in the
amount of $9,996.79.
BACKGROUND INFORMATION: This equipment, approved in the 1993/94 Equipment
Budget, is planned for use in the Public Works De-
partment's Engineering Drafting Section, and will
replace two older computers used primarily for ccrm-
puter-aided drafting and mapping. The complexity and volume of data and
software used in these applications : quire fast and powerful computers to be
efficient. The older computers will be used elsewhere in the organization
for less demanding tasks, as described in the justification section of the
1993/94 Budget Request form (copy attached).
The method of purchase is within the guidelines of Lodi Municipal Code Sec-
tion 3.20.040, wherein the City Ccuncil may authorize participation in pur-
chase contracts made through other public agencies. On November 20, 1991,
the City Council adopted Resolution No. 91-217 authorizing participation in
the state-wide purchasing program jointly sponsored by the League of Califor-
nia Cities and the California State Association o, Counties. The program is
made available to all cities and counties throughout California to assure
volume discounts and provide significant cost savings compared to individual
competitive bidding procedures.

JUSTIFICATION:
This request is for two 486, or better, microcomputers to replace the 386 computer
used by the drafting technicians. Both computers need memory upgrades to operate
efficiently with the large, complex City maps. Rather than spend $1,000 for this
upgrade on these discontinued machines to get by another year, we would rather use
them elsewhere in the organization where they could be used in their present
configuration. For example, the tyro -person survey crew presently shares one
computer. During inclement weather, we could have both persons working on map
updating if another computer was available. The other computer would free up one for
either the Pi-blic Works Inspectors, the Public Works Director, or for use as a
fax/modem server on the network.
