work.
BACKGROUND INFORMATION: This is another project using State -Local Partnership
Program funds as provided by Section 2600 et seq. of the
Streets and Highways Code. The amount that the City will
receive from the State under this project is approximately
$48,450 which is 21.57% of the eligible portion of the project. Measure K funds
have been budgeted to match the SLTPP funds for this project.

BE IT RESOLVED, that the Lodi City Council hereby approves the
State -Local Entity Master Agreement No. SLTPP-5154 for State -Local
Partnership Program and Program Supplements No. 6 covering street
improvements to Stockton Street, Lockeford Street to Turner Road; and
FURTHER RESOLVED, that the City Manager and City Clerk are hereby
authorized to execute said Agreement on behalf of the City; and
BE IT FURTHER RESOLVED, that the Co-.sncil hereby authorizes the
appropriation of $48,450 from the State -Luca: Partnership Program Fund
to help fund this work.

RECOMMENDED ACTION: That the City Council adopt a resolution approving Program
Supplement #5 to the State -Local Transportation Partnership
Program Agreement #SLTPP-5154 covering the asphalt pavement
overlays on Tokay Street, Fairmont Avenue to Hutchins Street,
and Houston Lane, Pine Street to Victor Road, appropriate $20,309 from the SLTPP
Fund and $75,000 from the TDA Fund to cover this work.
BACKGROUND INFORMATION: The State -Local Transportation Partnership Program funds
are provided through Section 2600 et seq, of the Streets
and Highways Code. These projects, which are eligible for
SLTPP funds, were combined with another ineligible project,
Tokay Street, Church Street to Hutchins Street, and bid as one project. Because of
these ineligible costs, the STLPP funds will only cover 15% of the total project.
It does fund 21.57% of the eligible costs.
At the time the Tokay Street, Fairmont Avenue to Hutchins Street, project was
originally budgeted in the 1992/93 Capital Improvement Projects, it was funded using
gas tax money. Because we have now applied for and received State -Local
Transportation Partnership money, this project cannot be matched using gas tax
funds. We must use TDA funds on the project, so we are requesting that TDA funds be
appropriated to cover the matching portion of this project and the gas tax funds be
put back into the Gas Tax Fund balance. The SLTPP funds must also be appropriated.
