AGENDA TITLE: Consider Initiating the Annexation/Reorganization Proceedings for
the Sproul Addition at 5909 and 6161 East State Route 12 (APN's
049-040-07 and 049-130-22).

RECOMMENDED ACTION: That the City Council consider initiating the
annexation/reorganization proceedings for the Sproul
Addition at 5909 and 6161 East State Route 12 (APN's
049-040-07 and 049-130-22).
BACKGROUND INFORMATION: At its meeting of August 4, 1993 the City Council
introduced Ordinance No. 1583 which prezoned the two
parcels M-1, Light Industrial, in conformance with the
General Plan.
The prezoning is required by the San Joaquin Local Agency Formation Commission as
the first step in the annexation process.

A RESOLUTION OF TFE L0DI CITY COUNCIL
FOR APPLICATION TO THE SAN JOAQUIN COUNTY LOCAL AGENCY FORMATION
COMMISSION IN THE MATTER OF THE PROPOSED "SPROUL ADDITION"
ANNEXATION/REORGANIZATION, INCLUDING THE DETACHMENT OF CERTAIN
TERRITORY WITHIN THE AREA PROPOSED FOR ANNEXATION TO THE CITY OF LODI

WHEREAS, this proposal is made pursuant to the Local Government
Reorganization Act; and
WHEREAS, the nature t the proposed change of organization is the
annexation to the City of Lodi of a combined area comprising 19.8 acres
more or less adjacent to the City limits located at 5909 and 6161 East
State Route 12; and withdrawal of said 19.8 acres from the Mokelumne
Rural County Fire District, the Northern San Joaquin Water Conservation
District, and the San Joaquin County Resource Conservation District,
located within the area to be annexed to the City of Lodi, (APN'S
049-040-07 and 049-130-22), as described in Exhibit A attached hereto
and incorporated herein by reference; and
WHEREAS, no other counties, cities, or districts are affected,
and;
WHEREAS, the subject area proposed to be annexed to the City of
Lodi and detached from the Mokelumne Rural County Fire District, the
Northern San Joaquin Water Conservation District, and the San Joaq+-.in
County Resource Conservation District is uninhabited; and
WHEREAS, no new districts are proposed to be formed by this
reorganization, and;
WHEREAS, the reasons for this proposal are as follows:
(1) The uninhabited subject area is within the urban confines
of the City and will generate service needs substantially
similar to that of other incorporated urban areas which
require municipal government service;
(2) Annexation, to the City of Lodi of the subject area will
result in improved economics of scale in government
operations while improving coordination in the delivery of
planning services;
(.3) The residents and taxpayers of the County of San Joaquin
will benefit from the proposed reorganization as a result
of savings to the County by reduction of County required
cervices in unincorporated but urban oriented area;
(4) The subject area proposed to be annexed to the City of
Lodi is geographically, socially, economically and

politically part of the same urban area of which the City
of Lodi is also a part;
(5) The subject area is within the Lodi Sphere of Influence;
(7) Future inhabitants in the subject area will gain immediate
response in regard to police and fire protection,
unlimited City garbage and trash collection service,
street lighting service, a modern sewer system, other
municipal services, and improvement of property values;
NOW, THEREFORE, BE IT RESOLVED by the Lodi City Council that the
San Joaquin County Local Agency Formation Commission is hereby
requested to approve the proposed "Sproul Addition" which includes
annexation of a combined 19.8 acres more or less, and detachment from
Mokelumne Rural County Fire District, the Northern San Joaquin Water
Conservation District, and the San Joaquin County Resource Conservation
District, as described in Exhibit A attached hereto. This all subject
to the aforementioned terms and conditions.

A portion of the Northeast quarter of Section 6 and the
Northwest quarter of Section 5, Township 3 North,_ Range
7 Bast, Mount Diablo Base and Meridian, being more
particularly described as follows:
Beginning at a point on the North line of Sighway.12 at
its intersection with the northerly extension of the
East line of Parcel "A" of that parcel map filed in
Book 3 of Parcel Maps, page 69 San Joaquin County
Records, said point being on the West line of said
Section 5, 51 feet more or less, northerly of the rest
quarter corner thereof, also being the Northeast corner
of the RUT -SIDE VINER1 Reorganisation to the City of
Lodi; thence easterly along the North line of Highway
12, 536.45 fast to the southerly extension of the Bast
line of Parcel A of that map filed in Book 11 of Parcel
Maps, page 73, San Joaquin County Records; thence
northerly along said Bast line last described 748.6
feet more or less to the Northeast corner thereof;
thence westerly along the North line of said Parcel "A"
last described and its westerly extension 535.2 feet to
the West line of said Section 5; thence southerly along
the West lime of Section 5, 197.6 feet more or less to
the Northeast corner of the John Taylor Pertilisers
Company property; thence westerly along the North line
of the property last described 883.98 feet to a point
beiag 433.8 feet from the West line of the Southeast
quarter of the Northwest quarter of said Section 6,
measured at right angles therefrom; thence southerly
along the West line of the property last described and
its southerly extension 560.2 feet more or less to the
North line of Highway 12; thence easterly along the
North line of Highway 12 also being the Horth line of
the NOTTINGHA29 ADDITION, the R STSIDB W11CM
REORGANIZATION and the present City limits line, 883.6 _
