AGENDA TITLE: Cortract Award for Traffic Signal and Lighting Installation,
Turner Road and Lower Sacramento Road/Woodhaven Lane
MEETING DATE: August 18, 1993

RECOMMENDED ACTION: That the City Council adopt the attached resolution awarding the
contract for the above project to Richard Heaps Electric in the
amount of $117,290.00, appropriate $35,000.00 from the Street
Development Impact Mitigation Fee Fund and reappropriate funds
for this project which were originally appropriated with the Kettleman Lane/Central
Avenue and Turner Road/Stockton Street signal project.
BACKGROUND INFORM!lTION: This project is to install traffic signals and lighting at
the above location. The intersection meets Caltrans signal
warrants and is being funded with Federal funds and Street
Development Impact Mitigation Fees. Caltrans has reviewed
the bids and has given their approval to award the bid to Richard Heaps Electric.
This project was included in the Street Development Impact Fee Program at 50% of the
cost. With the unanticipated level of Federal funding, this percentage, including
the additional appropriation, is only 34%.
Plans and specifications for this project were approved on April 21, 1993. The City
received the following six (6) bids for this project:

A RESOLUTION OF THE LODI CITY COUNCIL
AWARDING THE CONTRACT FOR TRAFFIC SIGNAL AND LIGHTING INSTALLATION,
TURNER ROAD AND LOWER SACRAMENTO ROAD/WOODHAVEN LANE

WHEREAS, in answer to notice duly published in accordance with
law and the order of this City Council, sealed bids were received and
publicly -pened on July 21, 1993 at 11:00 a.m. for the contract for
Traffic .,ignal and Lighting Installation, Turner Road and Lower
Sacramento Road/Woodhaven Lane, described in the specifications
therefor approved by the City Council on April 21, 1993; and
WHEREAS, said bids have been compared, checked, and tabulated and
a report thereof filed with the City Manager as follows:

WHEREAS, the City Manager recommends that award of the contract
for said traffic signal and lighting installation be made to the low
bidder, Richard Heaps Electrical;
NOW, THEREFORE, BE IT RESOLVED by the Lodi City Council that
award of contract for traffic signal and lighting installation be and
the same is hereby awarded to Richard Heaps Electrical, the low bidder,
in the amount of $117,290.00; and
FURTHER RESOLVED, Council hereby approves the appropriation of
$35,000.00 from the Street Development Impact Mitigation Fee Fund and
the reappropriation of funds for this project which were originally
appropriated with the Kettleman Lane/Central Avenue and Turner
Road/Stockton Street signal project.

AGENDA TITLE: Resolution of the City Couicil of Lodi in support of
acquiring and utilizing the Southern Pacific depot in
downtown Lodi for a transit :acility in a multi -modal
transportation system.
MEETING DATE: August 18, 1993

RECOMMENDED ACTION: Council approval of the attached Resolution.
BACKGROUND: At the Council meeting of August 4, 1993, staff was
directed to prepare a F -F -solution memorializing the
Council's position concerning Southern Pacific Railroad
Depot building in Lodi. The attached Resolution expresses the Council position
that the Depot building should be acquired as promptly as possible for use in the
proposed multi -modal transportation system.

A RESOLUTION OF THE LODI CITY COUNCIL
IN SUPPORT OF ACQUIRING AND UTILIZING THE SOUTHERN PACIFIC
DEPOT IN DOWNTOWN LODI FOR A TRANSIT FACILITY
IN A MULTI -NODAL TRANSPORTATION SYSTEM

WHEREAS, Southern Pacific Railroad currently owns the Southern
Pacific Depot building located in downtown Lodi; and
WHEREAS, such building has been vacant and unused by Southern
Pacific for many years; and
WHEREAS, the Depot building is a part of the cultural and
aesthetic heritage of the City of Lodi; and
WHEREAS, it is in the best interests of all parties to preserve
and utilize such building for its highest and best use; and
WHEREAS, the use of the Depot building as a component in a
multi -modal transportation system now being planned for the region
would represent an opportunity to preserve an historical structure
while utilizing it in a practical fashion;
NOW, THEREFORE, BE IT RESOLVED by the Lodi City Council that
every attempt should be made to acquire, as expeditiously as possible,
the vacant Southern Pacific Depot building in downtown Lodi for use as
a transit facility in the proposed multi -modal transportation system;
FURTHER RESOLVED, that the City Council urges the Southern
Pacific Railroad to take no precipitous action concerning the depot
building until arrangements can be made to facilitate such acquisition.
