HomeMy WebLinkAboutAgenda Report - March 20, 1991 (73)4 CITY OF LODI COUNCIL COMMUNICATION AGENDA TITLE: Emergency Repairs on Lower Sacramento Road Between Vine Street and Cochran Road MEETING DATE: March 20, 1991 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council appropriate $35,000 from the Transportation Development Act fund and approve an emergency purchase order to Granite Construction to perform the work. BACKGROUND INFORMATION: Last summer, the City restriped Lower Sacramento Road between Taylor Road and Turner Road. Part of this restriping work included the addition of a two-way left turn lane between Vine Street and Cochran Road. The installation of this two-way left turn lane put the northbound traffic over an 8" water main and on a section of pavement which was placed as. part of the Hospital's street improvements. At the time the Hospital paving was placed, a full structural section was not needed so a temporary section of 2" of asphalt concrete on 18" of compacted native material was installed. When Lower Sacramento Road was restriped, it was felt that the 2" of asphalt concrete could handle the traffic for a short time. Apparently, poor compaction in the water main trench has caused the pavement to fail at a much quicker rate than was anticipated. The pavement over the trench has cracked and spalled and allowed water to seep into the subgrade. The northbound travel lane has been barricaded and traffic is now being routed along the parking lane on the east side of Lower Sacramento Road. Immediate repairs are needed on the pavement section to allow traffic back onto the northbound travel lane. On Tuesday, March 19, the Public Works Department obtained quotes from three contractors to replace a strip of pavement (12' wide by 800' long) with 0.65' of asphalt concrete. The Public Works Department anticipates that additional subgrade work will be needed so additional money has been included in the recommendation.
