Ute+ OF 0 CITY OF LODE COUNCIL COMMUNICATION AGENDA TITLE: Traffic Resolution Amendment - Downtown Parking Lots, Parking Limit Modifications MEETING DATE: March 20, 1991 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council discuss amending the Traffic Resolution #87-163 to revise the parking limit modifications from two-hour parking to allow Zone B permit parking in a portion of the Downtown Parking Lots, and take the appropriate action. BACKGROUND INFORMATION: Parking: The Public Works Department received a letter from the Lodi Downtown Business Association requesting that the parking restrictions for 16 parking stalls (1 row) in the Downtown Parking Lot #1 be changed from two-hour parking to Zone B permit parking (see Exhibit A). Currently this lot has 32 two-hour parking stalls and 32 Zone B permit parking stalls. In 1990, staff surveyed the downtown parking lots east of Church Street between Pine Street and Walnut Street as part of another study. The results of these five parking surveys indicate that of the Lot 1 32 Zone B permit parking stalls, an average of 9 stalls were available, and of the 32 two-hour parking stalls, an average of 30 stalls were available. Although this survey was not done at a peak shopping time, it does give a relative indication of the usage of the various lots. APPROVED: THOMAS A. PETERSON City Manager �k CC -1 '_'TP(CO.CG'a' Marc. 13 1991 Downtown Parking Lots March 20, 1991 Page 2 In the past, staff has recommended that some of the existing two-hour parking stalls in the Downtown Parking Lots 3 or 4 be changed to permit harking. We have also received some complaints that more permit stalls should be made available in these lots. As shown abo.-e, there is a high demand for permit parking in this area and there is some permit parking available in Lot 1. Thus, it is debatable whether employees who do not wish to walk the additional distance and instead use the two-hour stalls either in Lots 3 and 4 or the adjacent streets will move and use Lot 1. ALTERNATIVES: 1) Change 16 Stalls (the West Row) in Lot 1 From Two -Hour To Permit - Due to the high percentage of available two-hour parking stalls in Lot 1, staff has no objection to changing the parking limits of the most westerly row (16 parking stalls) from two-hour parking to permit parking as requested and shown on the attached Exhibit B. However, it is questionable whether this parking will be used. 2) Change 11 Stalls (the West Row) in Lot 2 From Two -Hour To Permit - This lot is closer to the high permit demand area and has a better chance of be'ng used than Lot 1. 3) Change 12 Stalls (the West Row) in Lot 3 From Two -Hour To Permit - This two-hour lot is adjacent to the private Bank of America parking lot. In the past, bank officials have complained that additional permit parking in Lot 3 encourages drivers to park in their lot, which they have difficulty enforcing. 4) Change 13 Stalls (the West Row) in Lot 4 From Two -Hour To Permit - Lot 4 has the highest usage rates (both two-hour and permit) of the four lots discussed. Staff does not recommend this alternative. 5) Designating Some Two -Hour Stalls as "Two -Hour or All Day With Zone B Permit" - This regulation is used on Church Street on block faces not fronting businesses (see Exhibit B) and has not caused a problem. While this provides the most flexibility, if it is used in a high permit demand area (Lots 3 or 4), it will probably get filled with permit vehicles early in the morning. SIGNING: The Lodi Downtown Business Association has also commented on the possible confusion created by the signing at the entrances to the Zone B permit parking stalls off of Pine Street, off of Walnut Street, and in the alley between Oak Street and Walnut Street. These signs say both "No Public Parking" and "Permit Parking Only". These signs were installed prior tc our use of pavement markings in permit lots to supplement the signing. With Council's direction, staff will replace these four signs, eliminating the "No Public Pari:ing" wording. Staff has no objection to this modification. This is a compromise location and if not all used by permit vehicles, will still be available for two-hour parking. Staff needs Council direction on changing the entrance signs. FUNDING: This parking modification will require the replacement of some parking signs and the addition of "permit" parking pavement legends at a cost of approximately $300.00 to the Parking Lot Maintenance Operating Budget. The cost of replacing the entrance signs is approximately $1335.00 and would also come from the Parkina Lot Maintenance Operating Budget. �t Jack L. Lodi The Board of Directors of the L.D.B.A. :could like 'to recommend allowing 16 additional permit parking stalls in the lot bordered by Walnut and Church Streets. These 16 stalls would allow 16 less two hour parking places but we feel that customer parking stalls located in the two lots bordered by Pine Street, Church Street and Oak Street are more convenient for customers downtown. Employee's downtown would only have one extra block to walk and we feel customers should have priority parking. Also, a question regarding signs at the entrances of the parking lots was brought up. The following lots or portions of lots are hereby established as public parking for the maximum time indicated between the hours of 9:00 a.m. 'and 6:00 p.m. except Sundays and holidays: 1. Two Hours Lot 1 - the east parking row ..." and FURTHER RESOLVED, that a new subsection "D" is added to Section 5, to read as follows: "D. The following portions of lots are hereby established as two-hour parking or all -day permit parking between the hours of 9:00 a.m. and 6:00 p.m. except Sundays anal holidays. Permit issuance and usage shall be in accordance with the requirements of Section 6, "Permit Parking Zone B", of this resolution. The meeting will be held at 7:30 p.m. in the City Council Chamber, Carnegie Forum, 305 West Pine Street. You are welcome to attend. The staff report presenting this request as well as other alternatives and a recommendation is available and can be obtained by calling Richard Prima or Rick Kiriu at City Hall, 333-6706. The recommendation is to convert the west row of Lot #2 (located south of Oak Street) to two-hour parking or all day with Zone B permit.
