HomeMy WebLinkAboutAgenda Report - March 6, 1991 (36)JOINT MEETINGS OF LODI PLANNING COMMISSION AND STOCKTON PLANNING COMMISSION SUGGESTED CC -6 CITY COUNCIL MEETING MARCH 6, 1991 Council Member Pennino reminded the City Council of his earlier suggestion that the Lodi Planning Commission and the Stockton Planning Commission should meet on an ongoing basis regarding Stockton's growth and suggested that a letter be forwarded to the appropriate officials regarding this proposal. Discussion followed with Mayor Hinchman indicating that he feels it would be more beneficial if there would be joint meetings of the Lodi and Stockton City Councils. CALIFORNIA 95241 1910 (209)334-56_14 AX 1209) 133-,79 March 19, 1991 THOMAS A P1 TERSON (Ti.y manager ALICE M REIMCIiE City Clerk 1308 MCNATT City Attorney This letter is to suggest that it would be beneficial for the City Councils of Stockton and Lodi to meet jointly and informally for the purpose of discussing planning issues as they may relate to our two cities. I know that our respective Planning Commissions have met on two occasions in the recent past. I believe it would now be beneficial to our joint interests in the planning area for the policy makers of our communities to spend some time together to exchange ideas regarding where both of our cities are headed. Specifically, I offer these points for discussion: each City's General Plan in the overall do we hope to achieve and maintain a permanent geographic separation, or "greenbelt" if you will, between our cities what might be the separation provided by such a "greenbelt" what are we looking at in terms of the ultimate boundaries of our cities, at least in the life of our current General Plans the reasoning behind the establishment of these boundaries will there be development north of Eight Mile Road (Stockton) and south of Harney Lane (Lodi) the ultimate development of Eight Mile Road as a major east -west thoroughfare The Honorable Joan Darrah Mayor, City of Stockton March 19, 1991 Page Two the impact of the development of our cities in the areas of schools, traffic, noise, clean air, and in general, our quality of life the proximity of ultimate Stockton development to the City of Lodi's White Slough Water Pollution Control Facility, our City's wastewater treatment plant I am certain many related issues will surface as we get into the spirit of the exchange of positions and ideas. I am also certain that we both agree that neither of us can continue to plan in a vacuum. The adoption of the proposed expanded General Plan by the City of Stockton will impact significantly on the City of Lodi. We should have been talking with each other long before this, but it is still not too late. To get this effort underway let me suggest some dates. Realizing that the Stockton City Council meets every Monday evening and that our City Council meets the first and third Wednesday of each month, one of the following dates might be acceptable to us both. Tuesday April 23 Wednesday April 24 Thursday April 25 Tuesday April 30 - Thursday May 2 - The Julia Harrison Micke Memorial Building in Micke Grove might be a good location. Another possibility is the Board of Directors Room on the Lodi Grape Festival grounds. It is nicely appointed and comfortable, and would lend itself very well to such a meeting. Please give this proposal your attention and let me know your thoughts. I look forward to hearing from you. Sincerely, David M. Hinchman Mayor DMH:br
