AGENDA TITLE: Purchase of Sewer Rodding Machine
MEETING DATE: March 6, 1991

RECOMMENDED ACTION: That the City Council adopt the attached Resolution
awarding the purchase of the sewer rodding machine
to 3-T Equipment Company of Petaluma, California in
the amount of $27,383.50 and approve an additional
$1,623.50 over the budgeted funds of $25,706.00.
BACKGROUND INFORMATION: Funds to purchase a sectional sewer rodding
machine for the Water/Wastewater Division were
approved in the 1989-90 operating budget and
specifications were approved by the the City
Council on January 2, 1991. (A special allocation request was approved
on July 17, 1990 to carry over the funds to the 1990-91 fiscal year.)
Two bids were received and opened on January 30, 1991.
The low bidder, 3-T Equipment met the specifications with amour
exceptions which were reviewed and found acceptable. The low bid
exceeds the budgeted $25,760.00 by $1,623.50. This increase is mainly
due to inflation and the added cost of painting the existing truck on
which the rodding machine will be mounted.

", RESOLUTION OF THE LODI CITY COUNCIL
REJECTIdG THE BID FOR THE PURCHASE OF SEWER RODDING MACHINE
FOR THE PUBLIC WORKS DEPARTMENT
WHEREAS, in answer to notice duly published in accordance with law and
the order of this City Council, sealed bids were received and publicly opened on
January 30, 1991 at 11:00 a.m, for the bid for the purchase of a sewer rodding
machine, described in the specifications therefor approved by the City Council on
January 2, 1991; and
WHEREAS, said bids have been compared, checked, and tabulated and a
report thereof filed with the City Manager as follows:
3-T Equipment Company $27,383.50
Weco Industries, Inc. $32,535.64
WHEREAS, the low bidder, 3-T Equipment Company did not follow the bid
specifications and a number of exceptions to the bid specifications were noted in
that bid which are considered by the Council to be unacceptable;
NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council hereby
rejects both of the bids submitted, and authorizes readvertising for bids for the
sewer rodding machine.

SUBJECT: March 6, 1991 Counsel Meeting Consent Calendar
Sectional Sewer Rodding Machine
Through discussion with the using department, I understand
recommendation for approval of a Sectiona: Sewer Rodding
Machine will go before City Ccunsel on March 6, 1991.
I request that this item be removed from the Consent
Calendar and added to Counsels' Regular Calendar for
discussion. The recommended oid does not meet the bid
specifications in several areas. I feel these exceptions
should be discussed and I plan to appear at the Counsel
Meeting.

SUBJECT: Sewer Rodding Machine Bid Exceptions.
Questions have been raised by WECO regarding the exceptions
allowed in the recommendation to award the sewer rodding
machine purchase to the 3-T Company.
There were four exceptions to the sewer rodding machine
specifications in the 3-T bid. One exception was major and
three were minor.
The major exception was with the automatic operating mode.
In addition to a manual operating mode, the specs called for
a fully automatic forward -reverse system. The 3-T bid has
what could be called a "semi-automatic" system.
While rodding a sewer line both systems will sense an
obstruction, stop, and pull back a predetermined distance.
The 3-T rodding machine at this point requires that the
operator select a forward speed by pushing a button before
rodding continues. The WECO rodding machine would
automatically move forward at this point. Additionally the
WECO machine will also work automatically in the reverse
mode, 3-T only in the forward mode.
Operators of a 3-T rodding machine similar to the one bid
were interviewed and find the 3-T system very satisfactory.
A WECO representative stated that their system would bid
$2,800.00 less if a "semi-automatic" mode were permitted.
The first minor exception is the thickness and shape of the
shroud (covering). Specs called for a 12 gauge -round shaped
shroud. 3 -T's shroud is 14 gauge steel and octagonal
shaped. We find this exception acceptable.

The third minor exception is the type of steel used for the
sewer rods. Specs called for "blue steel" and 3 -T's bid is
for "premium steel". The cost is estimated to be $628.00
less for premium steel. Historically, the City has used the
premium steel rods and has found them an acceptable product.

The WECO rodding machine bid was $5,152.14 higher than the
3-T bid. The estimated cost difference by allowing a "semi-
automatic" operating mode and premium steel would be
$3,428.00. This would still leave WECO's bid $1724.14
higher than 3 -T's bid. We did not feel rebidding the
rodding machine was warranted.
The monies for the rodding machine were approved in the
1989-90 budget and the Water/Wastewater division wants to
avoid any further unnecessary delays.
