BACKGROUND INFORMATION: At the meeting of January 2, 1991, City Council approved the conversion of "Yield" signs to "Stop" signs on Acacia Street at Washington Street. Also at that meeting, City Council requested that the Public Works Department investigate the residents' concern that the offset of Washington Street at Acacia Street was creating a hazard for motorists. The residents feel that this offset could cause drivers to hit parked vehicles. The results of the Department's review of this request are shown below. Dimensions taken in the field confirm that the alignment of Washington Street at Acacia Street is offset by approximately 4.5 feet. Available accident records from 1987-1990 indicate that one accident has occurred at this intersection. This 1987 accident was a right-of-way violation and not related to offset in the roadway. Traffic volumes taken in 1989 indicate that approximately 555 vehicles per day enter the intersection on Washington Street. Based on the above information, it appears that the minor roadway offset should not and has not caused a problem for drivers. However, to provide additional guidance for drivers and to reduce the likelihood of parked cars being hit, the cente'line striping will be modified and two 20 -foot "No Parking" zones will be installed as shown on the attached map. The Public Works Director is authorized to paint up to 20 feet of red curb without Council approval.
