AGENDA TITLE:. Traffic Resolution Amendment - West Side of Pacific Avenue at
Lodi High School, Parking Modification
RECOMMENDED ACTION: That the City Council approve the parking modifications
on t e west sia of Pacific Avenue at Lodi High School and amend the Traffic
Resolution 87-163 as necessary.
BACKGROUND INFORMATION: The Public Works Department has received a letter
rom t e c ol District requesting that the existing parking on Pacific
Avenue be modified in order to relieve congestion and increase student safety
in front of the school.
The District's request is to eliminate on -street parking at the south end of
the school at all times. They have identified this area as a problem
location because students congregate there during the day when the buses
arrive and at night during social activities. They feel the elimination of
on -street parking will allow the faculty to better supervise this area.
These parking modifications are shown on the attached map.
The proposed modification would eliminate 3 vehicle and 9 motorcycle all -day
parking stalls. The school administrators have indicated that the removal of
these stalls will not cause a problem because there is more than enough
available parking in the existing parking lot. In addition to the
elimination of these all -day parking stalls, the existing restricted parking
(no parking 6:30 AM to 4:30 PM, school days only, buses excepted) will be
modified to provide a 248' section for buses only and a 118' section for
passenger loading and unloading. The bus zone will accomodate five 40 -foot
buses and the passenger loading zone will accomodate 5 to 6 stopped vehicles.
The City's policy is to charge the School District for modifications made to
existing markings. We have notified the District and they have agreed to pay
the cost of the modification which is $915.00.
Staff has reviewed the District's request and we feel that the proposed
parking modifications should solve the problems the District has identified
as long as enforcement can be provided. Also, the removal of on -street

parking should not create a problem due to available parking in the existing
lot. For these reasons, staff recommends the approval of this parking
modification

RESOLUTION NO. 91-26
A RESOLUTION OF THE LODI CITY COUNCIL
APPROVING PARKING MODIFICATIONS ON THE WEST SIDE OF PACIFIC AVENUE
AT LODI HIGH SCHOOL, THEREBY AMENDING TRAFFIC RESOLUTION NO. 87-163
RESOLVED, that the City Council of the City of Lodi does hereby
approve the following parking modifications on the west side of Pacific
Avenue at Lodi High School, as shown on Exhibit A attached:
1) Eliminate 77 feet of on -street parking at the south end of Lodi
High}"Si!Gol at all times (eliminating 3 vehicle and 9 motorcycle
all -day parking stalls.
2) The existing restricted parking (no parking 6:30 AM to 4:30 PM,
school days only, buses excepted) is hereby modified to provide a
248' section for buses only (to accommodate five 40 -foot buses)
and a 118' section for passenger loading and unloading (to
accommodate 5 to 6 stopped vehicles); and
FURTHER RESOLVED, that City of Lodi.Traffic Resolution 87-163,
Sections 3(8) and 3(B)(5)- "Street Parking Restrictions" is hereby
modified as follows:
1) 77 feet of on -street parking is eliminated at the south end of
Lodi High Schoq,� at all times (eliminating 3 vehicle and 9
motorcycle all=day parking stalls); and
2) The existing restricted parking (no.j.Va rking 6:30 AM to 4:30 PM,
school days only, buses excepted) is modified to provide a 248'
section for buses only (to accommodate five 40 -foot buses) and a
118' section for passenger loading and unloading (to accommodate
5 to t stopped vehicles).
