AGENDA TITLE: Beckman School - Adult Crossing Guards
RECOMMENDED ACTION: That the City Council discuss and take appropriate
action.
BACKGROUND INFORMATION: An agreement between the City of Lodi and the
District provides that the City will reimburse the District for the costs of
adult crossing guards at intersections that meet the minimum guidelines
established by the State Department of Transportation (Caltrans). At
present, six locations have adult crossing guards. The cost to the City is
approximately $15,000 to $20,000 per year. A copy of the Caltrans guidelines
is attached.
At the request of the Lodi Unified School District, the Public Works
Department has performed adult crossing guard studies for Beckman School on
Century Boulevard at Hutchins Street, Scarborough Drive, and Ham Lane. The
surveys were performed between the hours of 7:10 am. and 8:10 a.m. and 2:10
p.m. and 3:10 p.m. The results of these studies are shown below.
Century Boulevard/Hutchins Street
The Caltrans guidelines for adult crossing guards are not met at this
location. At signalized intersections, Caltrans guidelines are satisfied
where there are at least 40 elementary school pedestrians and 300 vehicular
turning movements through the crosswalk for each of any two hours of the
day. The volumes are:

Available accident records from 1987 to the present indicate that there have
been no accidents involving pedestrians at this intersection. The
curb -to -curb width on Century Boulevard is 84 feet and on Hutchins Street it
is 94 feet. Although this is more than the 80 feet specified in the
guidelines, a 5 -foot intermediate refuge (raised median) exists on all legs

of the intersection with a pedestrian activated crossing button. The
District has provided a guard at this location since the opening of Beckman
School.
Ordinarily, staff would not recommend approval of an adult crossing guard
without the guidelines being met, however, since the speed limit and
classification of the streets are comparable to the Kettleman/Hutchins and
Turner/Ham intersections where adult crossing guards have been approved,
Council may wish to give additional consideration to this location.
Century Boulevard/Scarborough Drive
The guidelines for adult crossing guards are met at this location. At
uncontrolled intersections, Caltrans guidelines are satisfied where there are
at least 40 elementary school pedestrians and 350 vehicles across the
crosswalk for each of any two hours of the day.

Century Boulevard/Ham Lane
The guidelines for adult crossing guards are not met at this location
Caltrans guidelines at stop sign controlled intersections are designed for
undivided highways of four lanes or more. The minimum requirements are 40
elementary school pedestrians and 500 vehicles per hour during any period of
the day.

This matter has been reviewed with Lodi Unified School District staff and
they are strongly in favor of an adult crossing guard at Hutchins and

1087.3 Warrants for Adult Crossing Guards
Adult Crossing Guards normally -are assigned
where official supervision of elementary school
pedestrians is desirable while they cross a public
highway on the "Suggested.Route to School', and at
least 40 elementary school pedestrians for each of
any two hours daily use the crossing whip going to
or from school. Adult crossing guards may be used
under the following conditions:
1. At uncontrolled crossings where these is no al-
ternate controlled crossing within 600 feet; and
a. In urban areas where the vehicular traffic
volume excees 350 during each of any two
hours (not necessarily consecutive) in which
40 or more school pedestrians cross daily
while going to or from school; or
b. In rural areas where the vehicular traffic vol-
ume exceeds 300 during each of any two
hours (not necessarily consecutive) in which
30 or more school pedestrians cross daily
while going to or from school.
Whenever the critical (85 percentile) ap-
proach speed exceeds 40 mph, the guidelines
for rural areas should be applied.
2 At stop sign-controlled crossings:
Where the vehicular traffic volume on undi-
vided highways of four or more lanes exceed,
500 per hour during any period when the school
pedestrians are going to or from school.
3. At traffic signal-controlled crossings:
a. Where the number of vehicular turning
movements through the school crosswalk ex-
ceeds 300 per hour while school pedestrians.
are going to or from school; or
b. Where there are circumstances not normally
present at a signalized intersection, such as
crosswalks more than 81 feet long with no
intermediate refuge, or an abnormally high
proportion of large commercial vehicles.

A RESOLUTION OF THE LODI CITY COUNCIL
APPROVING THE PLACEMENT OF ADULT CROSSING GUARDS FOR BECKMAN SCHOOL
AT CENTURY BOULEVARD AND SCARBOROUGH DRIVE
WHEREAS, an agreement between the City of Lodi and the Lodi
Unified School District provides that the City will reimburse the
District for the costs of adult crossing guards at intersections that
meet the minimum guidelines established by the State Department of
Transportation (CALTRANS); and
WHEREAS, the School District has requested, and the Public Works
Department has conducted studies for adult crossing guards for Beckman
School; and
WHEREAS, the guidelines for adult crossing guards are met at
Century Boulevard and Scarborough Drive;
NOW, :THEREFORE, BE IT RESOLVED, the Lodi City Council hereby
approves the placement of adult crossing guards at Century Boulevard
and Scarborough Drive at a cost to the City of approximately $15,000
to $20,000 per year.

This letter will confirm action taken by the Lodi City Council at its
January 2, 1991 regular meeting, whereby following a request received
by the Lodi Unified School District, the Public Works Department
performed adult crossing guard studies for Beckman School on Century
Boulevard at Hutchins Street, Scarborough Drive and Ham Lane.
Based on the results of these studies and staff recommendations, the
City Council adopted Resolution No. 91-5 approving the placement of
adult crossing guards at Century Boulevard/Scarborough Drive. A
certified copy of the authorizing resolution is attached.
