BACKGROUND INFORMATION: Funds to purchase a sectional sewer rodding machine for the Water/ Wastewater Division's service crews Here approved in the 1989-90 Operations/Maintenance Budget. A special allocation request was approved July 17, 1990 to carry over the funds to the 1990- 91 fiscal year. The sectional rodding machine will replace an old unit for regular maintenance of sewers and for emergency cleaning of blocked sewers. \,A , J'ick . Fund Object Code: 504 JUSTIFICATION: NEW Item or Program REPLACEMENT Life Expectancy - 15 Years Cost $21,000 Miscellaneous 4,500 Tax 1,260 Trade-in -1,000 Total Cost $25,760 The requested unit will replace an existing unit that was purchased used from the telephone company in 1562 and later mounted on a 1968 cab and chassis. From that time through 1978, this unit was the primary maintenance tool of the City's sewer maintenance program. In 1978, the City acquired its first hydro -jet cleaner unit which was billed as the ultimate sewer cleaner for all types of stoppages. After a few years of operating the hydro -jet cleaner, it was quickly apparent that some tasks could not be correctly addressed with this unit (i.e., massive root intrusion and extreme grease problems.) The rodding machine was quickly put back into use for those occasions the hydro -jet could not handle. The rodding machine abated those stubborn problems efficiently. Our rodding machine was recently inspected by the original manufacturer. He found replacements for most components of this unit are not available; they would have to be machined or fabricated, and he wasn't certain that was even possible. It is proposed that the City purchase a new hydraulically -operated rodding machine to be mounted on the existing 1968 cab and chassis. With a 15 -year life expectancy, this equates to $1,700 per year. Current need for this unit is six to ten times per year. This amounts to $170 to $280 per each task assigned. These amounts aVe relatively small compared to health and safety responsibilities of the division and the reduced liability to the City.
