PUBLIC WORKS DEPARTMENT
RECOMMENDED ACTION: That the City Council award the bid and approve a
transfer of funds for the project.
BACKGROUND INFORMATION: This project will replace the existing backstop at
Zupo Field with a higher backstop. The existing backstop has been in use for
many years and is in need of major repairs. The new backstop will be 40 feet
high and will provide additional safety for the spectators. Ball clubs
playing in the park have also been complaining about foul balls that are lost
because our backstop is too low. The 40 -foot backstop will keep more balls
in the field and save teams the cost of replacing them. This project will
also install fencing around the left field bullpen area and the field
drinking fountains to provide additional protection for the ball players.
The plans and specifications called for a "design/build" concept as was done
for the protective shade structure at the Softball Complex on Stockton Street.
The following three bids have been received:
Scrimsher and Mineni, Modesto $ 35,921.39
West Coast Fence Co., San Jose $ 39,807.00
Economy Fence Co., Stockton $ 53,314.52
Allowing for contract administration, inspection and contingencies, the total
project cost is 543,000; only $23,000 has been appropriated.
Staff recommends that we proceed with the project by transferring $20,000 of
the $37,000 appropriated for fuel tank replacement at the Parks and
Recreation Corporation Yard. This project is presently being evaluated for
low cost alternates. The remaining appropriation will allow us to proceed
with the project in phases.

A RESOLUTION OF THE LODI CITY COUNCIL
AWARDING THE BID FOR ZUPO FIELD BACKSTOP AND FENCING, 350 NORTH WASHINGTON STREET
AND APPROVING A TRANSFER OF FUNDS FOR THE PROJECT
WHEREAS, in answer to notice duly published in accordance with law and
the order of this City Council, sealed bids were received and publicly opened on
November 14, 1990 at 11:00 a.m. for the bid for Zupo Field Backstop and Fencing,
350 North Washington Street, described in the specifications therefor approved by the
City Council on October 17, 1990; and
WHEREAS, said bids have been compared, checked, and tabulated and a
report thereof filed with the City Manager as follows:

WHEREAS, the City Manager recommends that award of the bid for Zupo
Field backstop and fencing be made to the low bidder, Scrimsher and Mineni;
NOW, THEREFORE, BE IT RESOLVED by the Lodi City Council that award of
bid for Zupo Field backstop and fencing be and the same is hereby awarded to
Schrimsher and Mineni, the low bidder, in the amount of $35,921.39; and
BE IT FURTHER RESOLVED, the Lodi City Council hereby approves a transfer
of $20,000 of fuel tank replacement funds to proceed with the project.
