AGENDA TITLE: Sewer Rate Adjustment
RECOMMENDED ACTION: That the City Council adopt a resolution increasing the
fees for the domestic sewer system service charges and connection fees and
holding tank waste charges as provided in Ordinance 1501.
BACKGROUND INFORMATION: The City Council, at its regular meeting of
November 28-,-1990, adopted Ordinance 1501 which provides for establishing
these fees by resolution. In 1986, the Council adopted a 15% annual increase
on October 1 of each year until the White Slough Water Pollution Control
Facility expansion is completed. The last increase went into effect.on
January 1, 1990. This increase will be effective February 1, 1991. Storm
drain system fees are not affected by the increase and remain the same.
Attached as Exhibit A is a residential sewer charge rate comparison which was
completed this month. With the new rate, Lodi will still be below the
average of the 16 cities for a 3 -bedroom house.

SEWER CHARGES AND FEES
WHEREAS, the City Council has adopted Chapter 13.12 of the Lodi City Code,
entitled "Sewer Service", which provides the method of establishing charges and fees
for sewer service, sewer connections, holding tank wastes, and the use of the storm
drain system; and
WHEREAS, the City Council desires to provide current and equable sewer charges
and fees;
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Lodi:
1) That the following sewer charges and fees be established and implemented
February 1, 1991:

One sewage service unit shall be assigned to each unit of measure. Fees
shall be based on nearest one-tenth sewage service unit except minimum
number of sewage service units shall be 1.0.
