AGENDA TITLE: Presentation of National Night Out Proclamation

RECOMMENDED ACTION: That Mayor Pennino present a
Proclamation to Police Chief Larry Hansen
declaring Tuesday, August 3, 1993 as
"National Night Out" in the City of Lodi.
BACKGROUND INFORMATION: Chief Hansen wiles make a presentation
on National Night Out and will publicly
invite all City Council members to join
Lodi Police Department in this effort.
(Please see the attached Memorandum for
more information.)

Subject: National Night Out 1993
National Night Out is set for Tuesday, August 3, 1993. As in past
years, we are inviting all neighborhoods to participate in this
event. we generally have over 50 groups and this year anticipate
close to 70.
Each group is visited by department personnel. Last year we had
teams of two and distributed police badges and candy to all the
children. We would like to divide the groups this year so we can
spend at least a few minutes at each one. We would also like to
invite all City Council Members to take part in this event.
As in past years, I will compile a list of neighborhoods, types of
events, and coordinator for those wishing to drop in.
The contest this year for prize money will be as follows:
Each neighborhood is to identify three problems/issues of
concern in their neighborhood and list how intend to resolve or
improve them. We will also be judging groups on their
creativity for the evenings events and neighborhood
participation.
Publicity will be PSA's done by KOVR channel 13, the local cable
company calendar of events, and local newspapers. Since you get a
greater response than I, would you request a lead-in story and a
follow-up with a photo in the local newspaper. We expect channel 13
to be in our area on that evening also.
Groups are planning a variety of events such as potlucks, ice cream
socials, parades, contests, dancing lessons, etc. Many are planning
their block parties to include street closures.
Attached is a sample proclamation and a copy of the National Night
Out newsletter mailed to all neighborhood watch participants
explaining the event.
Brief History: Lodi has participated in the National Night Out
program for the past four years. We have received a national award
for the last three years based on our City-wide efforts. In Northern
California, we received first place for 1992. For four consecutive
years, we have had the most neighborhoods participate in National
Night Out in the Northern California competition. This encompasses
15 other agencies including Sacramento, Stockton, Modesto, Manteca,
etc.

On Tuesday, August 3, neighborhoods throughout the
City of Lodi are invited to join forces with thousands
of communities Nationwide for the "10th Annual
National Night Out". Over 25 million people are
expected to participate this year.
National Night Out Participation Will:
1. Send a message to criminals -we are organized
and fighting back.
2. Strengthen Neighborhood spirit and police -
community relations.
3. Generate support and participation in crime
prevention efforts.
4. Heighten crime and drug prevention awareness)
Lodi Neighborhoods are being asked to lock their
doors, turn on their lights, and spend an evening
outside with neighbors and police. We encourage you to
have a special event, block party, cookout, parade,
potInck, etc. xou are also invited to join the local
competition to win prizes.
Lodi Neighborhoods ... come out in force and show
criminals that there are more of us -than them. Just
submit the registration form in this newsletter, or*
