RECOMMENDED ACTION: Accept Supplement A to the City of Lodi's Bicycle Transportation Master Plan to
reflect completed work to date and adopt resolution approving the submittal of a
grant proposal from the City of Lodi for the California Department of
Transportation's Bicycle Transportation Account Grant.
BACKGROUND INFORMATION: The City of Lodi's Bicycle Transportation Master Plan was adopted in
November of 1994. The Bicycle Transportation Master Plan seeks to
achieve a number of goals. These goals include: provide bicycle facilities to
serve the needs of all types of cyclists in Lodi, coordinate
with facilities that exist or are proposed in San Joaquin County, allow for priority use by bicyclists on some trails
and streets, provide a continuous network of bicycle lanes, provide a continuous network of separated paths and
provide facilities which support bicycling as a commuting option. The proposed supplement to the Bicycle
Transportation Master Plan will add additional maps illustrating which bicycle lanes and paths have been
completed since 1994 (see Exhibit A). City staff intends to completely update the Bicycle Transportation Master
Plan in the 2003/2004 Fiscal Year.
The California Department of Transportation (Caltrans) is accepting proposals for Bicycle Transportation Account
Project grants. The Bicycle Transportation Account funds can be used on projects that improve safety and
convenience for bicycle commuters. Staff proposes to submit a grant proposal to implement Class II (bikeways that
lie within the paved area of streets and provide preferred but not exclusive use to bicyclists) along the following
segments of roadway within the City of Lodi, in conjunction with planned street improvements.
• Turner Road - Pleasant Avenue to Highway 99
• Stockton Street — Kettleman Lane to Harney Lane
• Lower Sacramento Road — Kettleman Lane to Harney Lane
• Harney Lane - WID to Mills Avenue
• Lodi Avenue — Lower Sacramento Road to Ham Lane
• Elm Street — Lower Sacramento Road to Evergreen Drive
• Elm Street — Stockton Street to Cherokee Lane
FUNDING: Matching funds of 10% will be provided uti ing Measure K and Transportation Development Act
Bicycle and Pedestrian funding.

RESOLUTION NO. 2002-238
A RESOLUTION OF THE LODI CITY COUNCIL APPROVING THE
SUBMITTAL OF GRANT PROPOSAL (APPLICATION) FOR THE
CALIFORNIA DEPARTMENT OF TRANSPORTATION'S BICYCLE
TRANSPORTATION ACCOUNT GRANT
WHEREAS, the City of Lodi adopted a Bicycle Master Plan in November 1994; and
WHEREAS, the Bicycle Master Plan seeks to achieve a number of goals which Include 1)
provide bicycle facilities to serve the needs of all types of cyclists in Lodi, 2) coordinate with facilities that
exist or are proposed in San Joaquin County, 3) allow for priority use by bicyclists on some trails and
streets, 4) provide a continuous network of bicycle lanes, 5) provide a continuous network of separated
paths, and 6) provide facilities which support bicycling as a commuting option; and
WHEREAS, the City Council hereby accepts Supplement A to the City of Lodi's Bicycle
Transportation Master Plan to reflect completed work to date; and
WHEREAS, the California Department of Transportation (Caltrans) is accepting proposals for
Bicycle Transportation Account Project grants, which can be used on projects that improve safety and
convenience for bicycle commuters; and

submittal of Grant Proposal (Application) for the California Department of Transportation's Bicycle
Transportation Account Grant; and
BE IT FURTHER RESOLVED, that the City Manager is hereby authorized and directed to
execute all documents for this project.
